CITY COUNCIL COMMITTEE OF THE WHOLE DATE: Monday, August 13, 2018 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St., Urbana, IL 61801 The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, July 23, 2018, in the Council Chambers of the Urbana City Building, 400 S. Vine Street. Elected Officials Physically Present: Aaron Ammons; Bill Brown; Eric Jakobsson; Dean Hazen; Jared Miller; Maryalice Wu; Diane Wolfe Marlin, Mayor; Charles A. Smyth, City Clerk Elected Officials Present Via Teleconference: None Elected Officials Absent: Dennis Roberts Staff Present: James Eggert; Carol Mitten; James Simon Others Present: Rev. Dr. Evelyn Underwood; Elderess Melinda Carr; Members of the Media 1. Call to Order and Roll Call There being a quorum, Chair Eric Jakobsson called the meeting of the Committee of the Whole to order at 7:00pm. 2. Approval of Minutes of Previous Meeting City Council Member (CM) Wu made a motion to approve the minutes from the meeting of July 23, 2018, seconded by CM Hazen. CM Jakobsson noted a correction of phrasing on page 3 item 5. The motion, as amended, carried by unanimous voice vote. 3. Additions to the Agenda There were none. 4. Public Input Rev. Dr. Evelyn Underwood didn’t wish to speak but wanted to voice her continued concerns about the Dr. Ellis subdivision sewer problem Elderess Melinda Carr didn’t wish to speak but wanted her concern about the Dr. Ellis Subdivision sewer issues, equity and historic impact entered into the record. 5. Presentations There were none. 6. Staff Report There was none. 7. Resolution No. 2018-08-038R: A Resolution Authorizing Entry into Electronic Document Recording Service Agreement (Electronic Filing Agreement for Filing Documents with Champaign County Recorder’s Office) – Legal City Attorney Simon provided staff input noting that the County Recorder’s office has a  software program allowing for filing of liens and other documents with the Office of the Recorder electronically. There will be electronic acknowledgement and such systems are being used increasingly around the country. This will save staff time. CM Wu asked about the number of such filing per year given the fee charged. Mr. Simon noted that this cost will be included in fees charged for cost recovery. Mayor Marlin stated that the figure will be gotten before the next council meeting. CM Wu moved Resolution 2018-08-038R to council with a recommendation for approval. Motion was seconded by CM Ammons and carried by unanimous voice vote. 8. Ordinance No. 2018-08-054: An Ordinance Amending Urbana City Code Sections 2-53, 2-54, 2-55, 2-69, 2-70, 2-71 and 2-129 Regarding City Administrative Positions (UCC Changes to Reflect Changes in Officer Titles) - Legal/Mayor City Attorney Simon spoke to the staff memo noting that the city code references an Administrative Officer and that the city now has a City Administrator with essentially the same duties and qualifications. In addition, the city doesn’t have a city collector or comptroller as those roles are assigned to the Finance Director. The role of budget officer is also assigned to the Finance Director. Rev. Dr. Underwood provided public input asking for that the changes be made clear enough for the public to understand. Mayor Marlin and Mr. Simon addressed a number of issues related to position assignments and departmental duties of the Finance Director and finance office as well as the City Administrator. Mr. Simon also spoke to how Section 1 is to provide guidance to MuniCode in updating Urbana’s online City Code. CM Miller moved to send Ordinance 2018-08-054 to council with a recommendation for approval. Motion was seconded by CM Hazen and carried by unanimous voice vote. 9. Adjournment There being no further business, Chair Jakobsson declared the meeting adjourned at 7:22 pm. Charles A.
