URBANA CITY COUNCIL MEETING MINUTES DATE: Monday, May 6, 2019 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St, Urbana, IL 61801 The City Council of the City of Urbana, Illinois, met in regular session on Monday, May 6, 2019 at 7:00pm in the Council Chambers of the Urbana City Building. Dr. Evelyn Underwood; Members of the media A. CALL TO ORDER AND ROLL CALL There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order at 7:04pm. B. APPROVAL OF MINUTES OF PREVIOUS MEETING City Council Member (CM) Shirese Hursey made a motion to approve minutes from the April 15, 2019 regular meeting and April 22, 2019 Special Meeting. Motion seconded by CM Dean Hazen, and passed by unanimous voice vote. C. ADDITIONS TO THE AGENDA There were none. D. PUBLIC INPUT Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but asked that their concerns regarding the Dr. Ellis Subdivision sewer issues be entered into the record. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES CM Dennis Roberts reported that he attended the Sister City annual meeting in Roselle where there were excellent work shops. He noted that Roselle has a Polish sister city and they celebrated Polish Constitution Day. He was elected to the state board as well. G. REPORTS OF SPECIAL COMMITTEES There were no reports. H. REPORTS OF OFFICERS Preston James, Community Relations Specialist, reported on a pilot program being developed and modelled after the Champaign Go Getters partnership. This program will be a collaboration between the city, USD (Urbana School District) 116 and the C-U Community Coalition. The purpose will be targeted support for more challenged students, through mentorship and various activities. Mr. James indicated that they are going to identify six current and six incoming freshman Page 1 of 3  for a two month summer program, with twice weekly meetings with a stipend award. Initial meetings will take place at Urbana Connections pending agreement approval, will involve a volunteer requirement, and topics will include trauma, reality check, peer conflict resolution, police contact, employment, and interpersonal relationships. He indicated that a presentation to the Urbana School Board will occur tomorrow evening and if this goes well, the program will start June 4 with a kickoff BBQ. Questions and discussion followed. In response to CM Brown about funding, Mr. James noted funding from the city of Urbana (current allocation in Human Relations budget) plus Community Coalition and the Urbana School Board, totaling $10K, including summer and nine sessions during the school year (stipend, field trips, food). He also said that Jorge Elvir, Mr. Henderson, himself, and volunteers will be helping. Reverend Caruthers will also be collaborating. Mr. James indicated that this is a work in progress. CM Jakobsson commented that the program looks and sounds very good and asked about other programs that serve as a model. Mr. James stated that he is working with Tracy Parsons and the Champaign program where they are going into their second year. Discussion followed on the role of USD 116 with Mr. James currently present at the high school and working with several people in the school district. In response to CM Brown, Mr. James responded that the incremental cost of adding additional participants would be about $500 per student. CM Jakobsson asked that Mr. James reach out should there be additional need. In response to CM Hursey about activities, Mr. James described the use of the time slots including meals and presentation most of the time along with some field trips and reading two books. CM Hursey spoke to some of her community philosophy and civic engagement to which Mr. James suggested further conversation. Mr. James also announced that the next edition of the UPTV-produced traffic stop video series involving students will include a panel discussion with students, and will take place in the coming week. Elizabeth Horwitz, Economic Development Coordinator, provided several business updates including the reopening of Sitara restaurant after extensive remodeling and repair. Green Street Reality has closed on the 200 South Vine Street property. Matt Cho was awarded the Economic Development Impact Award at the Champaign County Innovation Celebration, for his downtown projects. She noted a variety of upcoming events: an informational session at SBDC on May 7; the first Think Urbana Neighborhood event on May 12 at Attie’s Bar & Grill; Visit Champaign County Toast to Tourism on May 15; a Urbana Arts & Culture Young Artists Studio event on May 19; a new event, Coffee with a Builder, with the Homebuilder’s Association on May 21; the Business and Development luncheon on May 21; Urbana’s Downtown Get Down event premieres May 25 and will be ongoing throughout the summer; UBA Connections over Cocktails on May 28; and the outdoor Market at the Square Market has opened. I. NEW BUSINESS 1. Resolution No. 2019-05-009R: A Resolution Accepting a Law Enforcement Camera Grant from the Illinois Law Enforcement Training Standards Board – UPD Mayor Marlin introduced the resolution noting the staff memo. In response to CM Wu, Chief Seraphin indicated that the grant revenues will go back into Vehicle and Equipment Replacement Fund (VERF) fund. CM Miller asked if there will be a demo of the new system to which Chief Seraphin indicated that new vehicles are still arriving but have deployed body cams so that two systems are in use. In response to CM Hursey, Chief Seraphin noted that the grant is specifically associated for infrastructure and the footage goes to a server in the evidence vault and handled appropriately. Discussion of handling the data efficiently and access by the State’s Attorney are being worked out and monitored. With no further questions, CM Miller moved to approve Resolution 2019-05-009R, seconded by CM Wu. CM Jakobsson motioned to approve the nominations, seconded by CM Roberts and carried by unanimous voice vote. 3. Mayoral Staff Appointment a. Temporary Police Lieutenant – Matthew J. Bain Mayor Marlin presented a brief biography of Sgt Bain noting his strong credentials. CM Hursey motioned to approve the nomination, seconded by CM Miller and carried by unanimous voice vote. J.
