URBANA CITY COUNCIL MEETING MINUTES DATE: Monday, September 16, 2019 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St, Urbana, IL 61801 The City Council of the City of Urbana, Illinois, met in regular session September 16, 2019 at 7:00 p.m. in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members (CM) Eric Jakobsson (Ward 2), Bill Brown (Ward 4), Dean Hazen (Ward 6), Shirese Hursey (Ward 3), Jared Miller (Ward 7), Dennis Roberts (Ward 5), Charles A. CALL TO ORDER AND ROLL CALL There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order at 7:00 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING City Council Member (CM) Miller made a motion to approve minutes from the September 3, 2019 regular meeting, seconded by CM Hazen, and passed by unanimous voice vote. C. ADDITIONS TO THE AGENDA There were none. D. PRESENTATIONS There were none. E. PUBLIC INPUT Rev. Dr. Evelyn Underwood did not wish to speak but asked that her concerns regarding the Dr. Ellis Subdivision sewer issues be entered into the record. Elderess Melinda Carr did not wish to speak but asked that her continued concerns about the Dr. Ellis subdivision sewer issues, equity and historic impact be entered into the record. Jason Rock showed a video of bicyclists on Country Club where there is no infrastructure transitioning to the new multiuse path. He reviewed bicycle accessibility and level of traffic stress as described in a case study from Toronto that demonstrated how neighborhoods are cut off due to high stress streets that are difficult to cross. He used the CU Bike map to show high stress roads in Urbana which create five sections of the city and concluded with a challenge to think about how to connect these neighborhoods. F. REPORTS OF OFFICERS Mayor Marlin announced that the Downtown Historic District has been added to the National Register of Historic places. She noted that this provides additional economic incentive and thanked staff planner Marcus Ricci, Interim CD Director Lorrie Pearson, the Historic Preservation Commission, CM Roberts for their work as well as Dan Maloney who requested this designation and stated that they are very proud of this designation. Mayor Marlin also noted that this Wednesday is Coffee with the Mayor. This will be a special celebration of Welcoming Week in conjunction with the New American Welcome Center and invited the public to stop by for coffee and pastries. J. NEW BUSINESS Mayor Marlin noted that there was no committee meeting last week and to consider the following six resolutions, the council rule on resolutions needed to be suspended. CM Roberts moved suspension, seconded by CM Hursey, and passed by unanimous voice vote. 1. Resolution No. 2019-09-034R: A Resolution Approving an Intergovernmental Agreement with the Housing Authority of Champaign County for Media Production Services 2. Resolution No. 2019-09-035R: A Resolution Approving an Intergovernmental Agreement with the Urbana Park District for Information Technology Services 3. Resolution No. 2019-09-036R: A Resolution Approving an Intergovernmental Agreement with the Urbana Park District for Media Production Services 4. Resolution No. 2019-09-037R: A Resolution Approving an Intergovernmental Agreement with the Urbana Free Library for Media Production Services 5. Resolution No. 2019-09-038R: A Resolution Approving an Intergovernmental Agreement with Urbana School District #116 for Media Production Services Mayor Marlin introduced the five resolutions, 2019-09-034R through -038R noting that four of them are for UPTV services for recording meetings and the 5th is long standing services for IT for the Park District. Jason Liggett, UPTV Manager and Sanford Hess, IT Director spoke to the memo. Mr. Hess noted that the IT services is an update of an agreement from the 90s. In response to CM Roberts, Mr. Liggett provided costs for services. He added, in response to CM Brown, that we are able to bill for additional meetings based on the schedule of fees. In response to CM Hursey Mr. Liggett noted that these meetings are all uploaded to the city’s YouTube channel and to archive.org. CM Miller moved to consider the five previously stated resolutions (2019-09-034R to -038R) in omnibus fashion. The motion was seconded by CM Hazen and passed by unanimous voice vote of the corporate authorities. CM Miller then moved that the five resolutions in the omnibus be approved, seconded by CM Brown. With no further discussion, the motion passed by roll call vote (7-0): Brown – Aye; Hazen – Aye; Hursey – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye; Wu – Aye. 6. Resolution No. 2019-09-039R: A Resolution Approving an Intergovernmental Agreement with the City of Champaign, METCAD, Champaign County, the Village of Savoy, and the University of Illinois for the Installation and Maintenance of Digital Outdoor Warning Sirens Mayor Marlin introduced Resolution 2019-09-39R. City Administrator Mitten added that the system dates to 1996 when these local agencies received a grant to install the system. It is now time to upgrade to digital capabilities to respond automatically to National Weather Service notices and everyone has to act in concert as it is all or none. Ms. Mitten noted that notices used to come in by county, but now they can respond and activate to individual areas by sector. She also indicated that she did not know how systems outside this agreement area respond. With no further questions, CM Hursey moved approval of Resolution 2019-09-039R, seconded by Page 2 of 3  CM Jakobsson. With no further discussion, the motion passed by roll call vote (7-0): Brown – Aye; Hazen – Aye; Hursey – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye; Wu – Aye. 7. Mayoral Appointments to Boards and Commissions a. Building Safety Code Board of Appeals 1. Darrell S. Price – term ending June 30, 2019 Mayor Marlin nominated Mr. Price and read a brief statement of qualifications noting that Mr. Price volunteered to serve and is also on the CPRB. CM Miller moved approval of the appointment, seconded by CM Roberts, and passed by unanimous voice vote. 8. Mayoral Staff Appointments a. Police Department 1. Richard Surles – Deputy Chief of Police Mayor Marlin nominated Lt. Richard Surles to be the next Deputy Chief of Police effective with the retirement of Deputy Chief Robert Fitzgerald. She read a brief statement of qualifications noting that Lt. Surles is a graduate of Urbana High School, the University of Illinois, and noted his history of positions and roles within the Urbana Police Department. CM Hazen moved approval of the nomination, seconded by CM Roberts. Lt. Surles noted that the police department has a lot going for it. He is interested in smoothing out the operations. CM Miller asked to be kept up to date and Mayor Marlin noted the good communication skills of Lt. Surles, stating that he keeps everyone very well briefed. With no further discussion, the motion was approved by unanimous voice vote. b. Community Development 1. Lorrie Pearson – Community Development Services Department Director Mayor Marlin nominated Ms. Pearson as the Community Development Department Director upon John Schneider’s retirement. Mayor Marlin provided her educational background and reviewed her employment history including that with the City of Urbana as Deputy Director of Community Development Services. Her leadership of several community engagements and interdepartmental policy teams was noted. Mayor Marlin recognized her tremendous job coordinating staff with plans to update the Comprehensive Plan. CM Roberts moved approval. The motion was seconded CM Hursey, and with no further discussion, the motion passed by unanimous voice vote K.
