URBANA CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES DATE: Monday, January 6, 2020 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St, Urbana, IL 61801 The City Council Committee of the Whole of the City of Urbana, Illinois, met in regular session January 6, 2020 at 7:00 p.m. in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members (CM) Eric Jakobsson (Ward 2), Bill Brown (Ward 4), Dean Hazen (Ward 6), Shirese Hursey (Ward 3), Jared Miller (Ward 7), Maryalice Wu (Ward 1), Dennis Roberts (Ward 5); Charles A. Smyth (City Clerk), Diane Wolfe Marlin (Mayor) ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: none ELECTED OFFICIALS ABSENT: none STAFF PRESENT: Carol Mitten, James Simon, Lorrie Pearson, Sheila Dodd OTHERS PRESENT: Rev. Dr. Evelyn B. Underwood 1. CALL TO ORDER AND ROLL CALL There being a quorum present, Chair Wu called the meeting of the City Council Committee of the Whole to order at 7:01 p.m. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING City Council Member (CM) Hursey made a motion to approve minutes from the December 9, regular meeting. The motion was seconded by CM Roberts. Clerk Smyth noted a correction and the motion passed by unanimous voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PRESENTATIONS Celeste Choate, Director of the Urbana Free Library made a presentation of the Library’s new Strategic Plan. She noted community engagement in developing the plan. She then described the four pillars of the plan (Embrace, Enrich, Empower, and Enhance) providing slides of each with associated goals and pictures illustrating concepts. The mayor and council complimented the library on the plan. Director Choate noted that the entire plan, with public input, is available on the Library website. She also encouraged council and the public to check out the new library app available for iPhone and Android systems. 5. PUBLIC INPUT Rev. Dr. Evelyn Underwood did not wish to speak but wanted the record to reflect her continuing concern for the Dr. Ellis Subdivision sewer issues. 6. STAFF REPORT Mayor Marlin reminded council and the public that the Cunningham Town Board would meet next week at a new start time of 6:30 pm. 7. Resolution No. 2020-01-000R: A Resolution Approving Amendment No. 1 to a Mortgage, Promissory Note, and Regulatory and Land Use Restriction Agreement Page 1 of 2  Sheila Dodd, Grants Manager, presented this follow up resolution to previous council action related to City of Champaign’s Community Development Block Grant (CDBG) allocation related to Bristol Place. She noted that it has no impact on the City of Urbana’s allocation or budget. With no discussion, CM Roberts moved Resolution 2020-01-001R to Council with a recommendation for approval. The motion was seconded by CM Miller and passed by unanimous voice vote. 8. Closed Session: To Consider the Appointment, Employment and Compensation of Specific Employees of the City, Pursuant to 5 ILCS 120/2(c)(1) CM Miller moved to go into closed session to consider the appointment, employment and compensation of specific employees of the city. The motion was seconded by CM Hursey and passed by roll call vote (8-0): Brown – Aye; Hazen – Aye; Hursey – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye; Wu – Aye; Marlin – Aye. Council members, mayor, and selected staff moved to the second floor Executive Conference Room at 7:18 pm. Council returned to the Council Chambers at 7:49pm and returned to open session via motion by CM Miller. The motion was seconded by CM Hursey and passed by unanimous voice vote. 9. ADJOURNMENT With no further business to come before the council, Chair Wu adjourned the meeting at 7:51 p.m. Charles A.
