CITY COUNCIL COMMITTEE OF THE WHOLE MEETING MINUTES DATE: Monday, February 17, 2020 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St., Urbana, IL 61801 The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, February 17, 2020, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Maryalice Wu, Ward 1; Shirese Hursey, Ward 3; Bill Brown, Ward 4; Dennis Roberts, Ward 5; Jared Miller, Ward 7; Diane Wolfe Marlin, Mayor; Charles A. Smyth, City Clerk ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Eric Jakobsson, Dean Hazen STAFF PRESENT: Carol Mitten, Curt Borman, Kate Brickman Levy OTHERS PRESENT: Rev. Dr. Evelyn B. Underwood, Amery Gardner Chair: Bill Brown, Ward 4 1. Call to Order and Roll Call There being a quorum, Chair Brown called the meeting of the Committee of the Whole to order at 7:32 pm following a Special Cunningham Township meeting. 2. Approval of the Minutes of the Previous Meeting Chair Brown noted that minutes of the previous meeting were not yet ready. 3. Additions to the Agenda There were none. 4. Presentations and Public Input Rev. Dr. Evelyn Underwood did not wish to speak but wanted the record to reflect her continued concern for the Dr. Ellis Subdivision sewer issues. Amery Gardner spoke about allowing a 6th Video gaming terminal (VGT) at Urbana establishments per changes in state law. She noted increased share being taken by the state per machine causing lower revenues to businesses and possible increased tax revenues to the city by allowing another machine. In response to a question from Chair Brown on payout amounts, she indicated that she would find out and reply. 5. Staff Report There were no staff reports. 6. Ordinance No. 2020-02-005: An Ordinance Amending Urbana City Code Chapter 3 – Alcoholic Liquor. Mayor Marlin noted that Ordinance 2020-02-005, a complete rewrite of the liquor ordinance, was continued from the previous committee meeting. Assistant Liquor Commissioner Kate Brickman Levy spoke to the staff memo reviewing 5 major topics including the new 6 month incubator license, the provisions for 18-20 year olds, the all ages rider, Restaurant and Tavern classification eliminating the food percentage requirements, and miscellaneous housekeeping items. Questions and comments followed. Committee of the Whole Minutes Monday, February 17, 2020 Page 2 of 2 In response to CM Roberts, Ms. Levy described the differences between the microbrewery licenses and security plans required of those with an all ages rider. She and Mayor Marlin reviewed the process for temporary licenses each of which tends to be unique. CM Wu raised questions about Pedal Bus consumption as well as curfew and work restrictions. CM Miller clarified state requirements for serving alcoholic beverages. In response to CM Hursey asking about permitting a sixth VGT, Mayor Marlin noted that this is a separate policy issue that should be discussed at a future date should council wish to take it up. Mayor Marlin also noted that Video Gaming would not be permitted at package liquor sales establishments as it is not an available rider to those licenses. City Council Member (CM) Miller moved to send Ordinance 2020-02-005 to City Council with a recommendation for approval. CM Roberts seconded the motion. Mayor Marlin reviewed questions to be answered for next week. With no further discussion, the motion carried by unanimous voice vote. 7. Adjournment With no further business before the Committee, Chair Brown declared the meeting adjourned at 8:09 pm. Charles A.
