CITY COUNCIL MINUTES DATE: Monday, September 27, 2021 TIME: 7 : 0 0 pm PLACE: *Remotely Via Zoom, 400 South Vine Street, Urbana, IL 61801 The City Council of the City of Urbana, Illinois, met in regular session remotely via zoom Monday, September 27, 2021, at 7:00pm. ELECTED OFFICIALS PHYSICALLY PRESENT: Diane Wolfe Marlin, Mayor; Phyllis D. Clark, City Clerk ELECTED OFFICIALS VIRTUALLY PRESENT: CM Maryalice Wu, CM Christopher Evans, CM Shirese Hursey, CM Jaya Kolisetty CM Chaundra Bishop, CM Grace Wilken, CM James Quisenberry ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Jason Liggett, Darcy Sandefur, Dave Wesner, Sheila Dodd, Carol Mitten, Demond Dade, Chuck Lauss OTHERS PRESENT: James Corbin, Josh Payne, James, Lisa Benson 1. Call to Order and Roll Call With a quorum virtually present, Chair Mayor Marlin called the meeting of the Urbana City Council to order at 7:00 PM. 2. Approval of the Previous Meeting Minutes CM Wu motioned to approve the minutes of the August 9th, 2021 and August 23rd, 2021 meetings. Seconded by CM Kolisetty. Vote by roll call: AYE: Wu, Hursey, Evans, Wilken, Bishop, Quisenberry, Kolisetty NAY: None 3. Additions to the Agenda None. 4. Public Input and Presentations a. First Followers/CMS Evans and Wilken James Corbin, Josh Payne, James Kilgore James Corbin of First Followers presented on the gun violence epidemic. He provided stats from the CDC on gun violence. Provided numbers from the Champaign County Sheriff’s department on local gun violence. Showed the previous model of support versus the new all in one center model. *Motion to extend presentation 10 minutes by CM Quisenberry and seconded by CM Hursey. Vote by roll call: AYE: Wu, Evan, Hursey, Kolisetty, Bishop, Wilken, Quisenberry NAY: None Josh Payne of First Followers explained his role within the organization. Spoke to his first hand experiences with gun violence and how the impacts are widely felt. James Kilgore urged the community come together to form a continuum of care with centralized services. b. Emergency Rental Assistance – RPC Lisa Benson from the Regional Planning Commission presented on the emergency rental assistance program. Benson explained the eligibility requirements for services and explained the application process. Provided stats on the program funding and households served. *Motion to extend presentation by 10 minutes by CM Wu seconded by CM Hursey. Questions and discussion ensued. c. Affordable Housing / Year End CAPER Report – CD Sheila Dodd of community development presented on the consolidated annual performance evaluation report (CAPER) and local affordable housing. Explained the different funding sources available to address issues identified in plan. Reviewed challenges program faced. Highlighted some of the accomplishments of the plan. Explained the need for affordable housing within the community. Previewed new programs offered. Questions and discussion ensued. d. Public Input Rev. Dr. Evelyn Underwood asked what things the City and community are doing to help people. Linda Turnbill addressed council about gun violence and urged council to seek immediate and long term solutions. Frances Rudeberg expressed dissatisfaction with the FOP contract clause prohibiting those with prior felony convictions from serving on the CPRB. Tracy Chong expressed concerns about the CPRB review of a Taser incident. Allan Max Axelrod urged council to consider other residents opinions on solutions to gun violence, expressed frustration with Ameren and utility shutoffs. Reed N expressed disappointment with City of Urbana’s denial of the women’s march permit being denied. Julie Watkins spoke in support of those with previous felony convictions being allowed to serve on CPRB. Sarah Nixon thanked first followers for their presentation, asked council to hear about proposed wraparound family services center. Serenity Dodge spoke in support of cameras. CM Maryaclie Wu read a letter on behalf of Audrey Ishi in support of ALPR. CM James Quisenberry read a letter on behalf of Katie Muir spoke in support of using ARP funds to address community needs. 5. Council Input and Communications (following public comment) CM Wilken thanked presenters. Stressed importance of preventive as opposed to reactive response to addressing community violence. Wants to see more communication between council, commissions, and the public. Hopes to see safety is ensured for women’s march. CM Quisenberry thanked presenters. Hopes to see neighborhoods not previously included in planning to be included. CM Hursey thanked presenters. Knows how public feels living close to community violence. Spoke in support of ALPR as an investigative tool. CM Kolisetty thanked presenters. Hopes to see prioritization of public safety needs as it is a public health crisis. CM Evans notified administration that the NAACP hopes to have two town hall meetings about ALPR. Mayor Marlin clarified that the city of Urbana supports the womens march but unfortunately that the event was planned the same time as a football game and the city is not able to control traffic to close streets to accommodate. 6. Ordinance No. 2021-09-040: An Ordinance Amending City Code Chapter 19 (Civilian Police Review Board Ordinance – Conformance with FOP Contract) – EXEC b. Ordinance No. 2021-09-042: An Ordinance Amending Schedule N of Section 23-193 of the Urbana Local Traffic Code Limiting Parking Times on Certain Streets or Public Parking Lots (Urbana Avenue between Elm Street and Green Street) – PW Page 2 of 3 c. Ordinance No. 2021-09-043: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at All Times on Certain Streets or Public Parking Lots (Urbana Avenue Between Elm Street and Green Street; Clark Street Between Lincoln Avenue and Busey Avenue) – PW Presented by CM Chris Evans. Motion to approve consent agenda by CM Evans Seconded by CM Bishop. Vote as follows: AYE: Wu, Evans, Hursey, Bishop, Kolisetty, Quisenberry, Wilken NAY: None 2. REGULAR AGENDA 8. REPORTS OF SPECIAL COMMITTEES None 9. REPORTS OF OFFICERS Carol Mitten wanted to call to attention the bio for the city engineer candidate who will be up for a vote on October 11th. Mayor Marlin thanked the organizers of PRIDE, neighborhood cleanup, and Pygmalion festival. 10. NEW BUSINESS a. Resolution No. 2021-09-042R: A Resolution Authorizing Acceptance of the Staffing for Adequate Fire & Emergency Response (SAFER) Grant – Fire Presented by fire chief Chuck Lauss and deputy chief Demond Dade. First time the city of Urbana has been able to receive a SAFER grant. Will be used to cover 100% of wages and benefits for 6 firefighters for the next 3 years. Motion by CM Wu to approve. Seconded by CM Quisenberry. Vote by roll call: AYE: Quisenberry, Wilken, Bishop, Kolisetty, Hursey, Evans, Wu NAY: None 12. Our goal is to foster respect for the meeting process, and respect for all people participating as members of the public body, city staff, and the general public. The City is required to conduct all business during public meetings. The presiding officer is responsible for conducting those meetings in an orderly and efficient manner. Public Input will be taken in the following ways: Zoom Webinar Participant Click on the link listed in the agenda to join the Webinar. You must provide your name and email address in order to join the Webinar. If you wish to speak during Public Input, “raise your hand” and wait to be called on by the meeting host. You must state your first and last name for the meeting record. Participants will be muted except when they are called on to speak; video will remain off for all members of the public when speaking. Copies of emails will be posted after the meeting minutes have been approved. Written Input Any member of the public may submit their comments addressed to the members of the public body in writing. If a person wishes their written comments to be included in the record of Public Input for the meeting, the writing should so state. Written comments must be received prior to the closing of the meeting record (at the time of adjournment unless otherwise noted). Verbal Input Protocol for Public Input is one of respect for the process of addressing the business of the City. Obscene or profane language, or other conduct that threatens to impede the orderly progress of the business conducted at the meeting is unacceptable. Public comment shall be limited to no more than four (4) minutes per person. The Public Input portion of the meeting shall total no more than one (1) hour, unless otherwise shortened or extended by majority vote of the public body members present. The presiding officer or the city clerk or their designee, shall monitor each speaker's use of time and shall notify the speaker when the allotted time has expired. A person may participate and provide Public Input once during a meeting and may not cede time to another person, or split their time if Public Input is held at two (2) or more different times during a meeting. The presiding officer may give priority to those persons who indicate they wish to speak on an agenda item upon which a vote will be taken. The presiding officer or public body members shall not enter into a dialogue with citizens. Questions from the public body members shall be for clarification purposes only. Public Input shall not be used as a time for problem solving or reacting to comments made but, rather, for hearing citizens for informational purposes only. In order to maintain the efficient and orderly conduct and progress of the public meeting, the presiding officer of the meeting shall have the authority to raise a point of order and provide a verbal warning to a speaker who engages in the conduct or behavior proscribed under “Verbal Input”. Any member of the public body participating in the meeting may also raise a point of order with the presiding officer and request that they provide a verbal warning to a speaker. If the speaker refuses to cease such conduct or behavior after being warned by the presiding officer, the presiding officer shall have the authority to mute the speaker’s microphone and/or video presence at the meeting. The presiding officer will inform the speaker that they may send the remainder of their remarks via e-mail to the public body for inclusion in the meeting record.
