COMMITTEE OF THE WHOLE MINUTES DATE: Monday, October 18, 2021 TIME: 7:00pm PLACE: *Via ZOOM, 400 South Vine Street, Urbana, IL 61801 The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, October 4, 2021, at 7:00pm virtually via ZOOM. ELECTED OFFICIALS PHYSICALLY PRESENT: Diane Wolfe Marlin, Mayor; Phyllis D. Clark, City Clerk ELECETED OFFICIALS VIRTUALLY PRESENT: CM Maryalice Wu, CM Christopher Evans, CM Shirese Hursey, CM Jaya Kolisetty, CM Chaundra Bishop, CM Grace Wilken, CM James Quisenberry ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Jason Liggett, Darcy Sandefur, Carol Mitten, Rich Surles, Stephany McMahon, Bryant Seraphin, Dave Wesner OTHERS PRESENT: CARLY MCKAY, JAYNE DELUCA Chair: Jaya Kolisetty, Ward 4 1. Call to Order and Roll Call With a quorum present, Chair Kolisetty called the meeting of the Committee of the Whole to order at 7:00 PM. 2. Approval of Minutes of Previous Meeting CM Wu motioned to approve the minutes for the October 4th meeting and public hearing. CM Bishop seconded. CM Wilken added full names of the council members and said she emailed minor corrections to clerk. Vote by roll call: AYE: Wu, Evans, Hursey, Kolisetty, Quisenberry, Wilken, Bishop NAY: None 3. Additions to the Agenda CM Kolisetty asked that the ALPR discussion item be moved to accompany the ordinance to amend the budget. CM Bishop motioned to combine the ALPR discussion and ordinance. AYE: Wu, Evans, Hursey, Kolisetty, Wilken, Bishop, Quisenberry NAY: None 4. Public Input and Presentations Public Input Allan Max Axelrod thanked the council for their letter advocating for an eviction moratorium to the sheriff. Thanked CM Kolisetty and CM Bishop for their memo. Provided clarity on previous public input. Brandi McCoy urged consideration for remote access for ALPR town hall meetings. Hrant Kebantsi thanked the council for sending the letter to the sheriff and allowing him to present on the eviction moratorium. Stacy Gloss spoke in support of more time to consider ALPR for the public and in opposition to moving the ALPR budget amendment ordinance out of committee. Diane Ore expressed Page 1 of 3 concerns about ALPR and the reasons cited for implementation. Gus Wood expressed concerns about and spoke in opposition to ALPR. Miriam Larson spoke in opposition to ALPR purchase and implementation. Steven Fay spoke in support of ALPR technology and referenced a petition of signatures collected in support of ALPR (118 signatures). Carol Spindel spoke in support of town halls for ALPR being made accessible remotely. Urged additional consideration. Jennifer Roth asked for additional information about how the decision to implement ALPR was made and if the communities most impacted were consulted. Ben Theobald thanked the council for writing a letter to the sheriff. Expressed concerns about ALPR. Eddie Pratt Jr. expressed concerns about retaliation with police and the potential risks of ALPR. David Young expressed concerns about the ALPR policy and the vendor’s storage of data. Sarah Nixon spoke in opposition to ALPR and provided instances of police abuse of information. 5. Staff Report Carol Mitten provided an update on the upcoming leaf collection. Announced hotel Royer groundbreaking project. Mayor Marlin wanted to repeat that there will be two upcoming town hall meetings for ALPR and that it will be streamed online with opportunities for public input and Q&A. 6. Resolution No. 2021-10-044R: A Resolution Approving and Authorizing the Execution of a Community Partnership Agreement (Champaign County Economic Development Corporation - FY 2021-2022) – CD Presented by Stephany McMahon the economic development department with community development. Explained what EDC has done for the City of Urbana with support of local business and tourism. Mayor Marlin thanked Carly McKay and staff for their partnership during the pandemic to support the community. Carly McKay presented on EDC and their organizational goals. Explained what areas they are focusing on. Motion to approve by CM Wu. Seconded by CM Hursey. Vote by roll call: AYE: Wu, Evans, Hursey, Quisenberry, Bishop, Kolisetty, Wilken NAY: None 7. Resolution No. 2021-10-045R: A Resolution Approving and Authorizing the Execution of a Community Partnership Agreement (Visit Champaign County - FY 2021-2022) - CD Presented by Stephany McMahon the economic development coordinator with the community development department. Explained how VCC has helped support Urbana with a visitor guide and additional services for local businesses during the pandemic. Jayne DeLuce of VCC presented on pre pandemic figures and events with economic impacts. Motion to approve by CM Bishop. Seconded by CM Evans. Vote by roll call: AYE: Evans, Wu, Hursey, Kolisetty, Bishop, Quisenberry, Wilken NAY: None 8. Ordinance No. 2021-09-044: An Ordinance Revising the FY2022 Annual Budget (Budget Amendment #3) – HR/Finance *Above motion (under additions to the agenda) to combine with discussion item a. ALPR policy. Presented by Chief Bryant Seraphin and Deputy Richard Surles. Explained some working definitions within the draft policy. Deputy Surles provided insight he gathered from other municipalities who have used FLOCK ALPR. Discussion ensued. Page 2 of 3 *Motion to keep in committee of the whole by CM Wilken. Ordinance No. 2021-10-045: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing Number of R&T-2 Liquor Licenses for Hari Om Urbana Inc. d/b/a Rosati’s Pizza, Urbana, IL) - MAYOR Presented by Mayor Marlin. Rosati’s applying for a liquor license given the new ownership (licenses attached to new owners not establishment). Motion to approve by CM Wu. Seconded by CM Quisenberry. Vote by roll call: AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken, Quisenberry NAY: None 10. Discussion Item b. Procedures Related to Action Items by Council - CM Bishop and CM Kolisetty Presented by CM Bishop as an opportunity to have a conversation to clarify and communicate what info is needed to ensure things are executed correctly in a timely manner. Discussion ensued. Motion to continue at next committee meeting because of time constraints by CM Wilken, seconded by CM Wu Vote by roll call: AYE: Wu, Evans, Hursey, Kolisetty, Quisenberry, Wilken, Bishop NAY: None 11. Council Input and Communications CM Wu provided some clarity about RPC rental assistance process. 12. PUBLIC INPUT The City of Urbana welcomes Public Input during open meetings of the City Council, the City Council’s Committee of the Whole, City Boards and Commissions, and other City-sponsored meetings. Our goal is to foster respect for the meeting process, and respect for all people participating as members of the public body, city staff, and the general public. The City is required to conduct all business during public meetings. The presiding officer is responsible for conducting those meetings in an orderly and efficient manner. Public Input will be taken in the following ways: Zoom Webinar Participant Click on the link listed in the agenda to join the Webinar. You must provide your name and email address in order to join the Webinar. If you wish to speak during Public Input, “raise your hand” and wait to be called on by the meeting host. You must state your first and last name for the meeting record. Participants will be muted except when they are called on to speak; video will remain off for all members of the public when speaking. Telephone Participant Call the phone number listed on the Agenda. Enter the Webinar ID followed by the # key. All callers are muted by default. Copies of emails will be posted after the meeting minutes have been approved. Written Input Any member of the public may submit their comments addressed to the members of the public body in writing. If a person wishes their written comments to be included in the record of Public Input for the meeting, the writing should so state. Written comments must be received prior to the closing of the meeting record (at the time of adjournment unless otherwise noted). Verbal Input Protocol for Public Input is one of respect for the process of addressing the business of the City. Obscene or profane language, or other conduct that threatens to impede the orderly progress of the business conducted at the meeting is unacceptable. Public comment shall be limited to no more than four (4) minutes per person. The Public Input portion of the meeting shall total no more than one (1) hour, unless otherwise shortened or extended by majority vote of the public body members present. The presiding officer or the city clerk or their designee, shall monitor each speaker's use of time and shall notify the speaker when the allotted time has expired. The presiding officer or public body members shall not enter into a dialogue with citizens. Questions from the public body members shall be for clarification purposes only. Public Input shall not be used as a time for problem solving or reacting to comments made but, rather, for hearing citizens for informational purposes only. In order to maintain the efficient and orderly conduct and progress of the public meeting, the presiding officer of the meeting shall have the authority to raise a point of order and provide a verbal warning to a speaker who engages in the conduct or behavior proscribed under “Verbal Input”. Any member of the public body participating in the meeting may also raise a point of order with the presiding officer and request that they provide a verbal warning to a speaker. If the speaker refuses to cease such conduct or behavior after being warned by the presiding officer, the presiding officer shall have the authority to mute the speaker’s microphone and/or video presence at the meeting. The presiding officer will inform the speaker that they may send the remainder of their remarks via e-mail to the public body for inclusion in the meeting record.
