CALL TO ORDER AND ROLL CALL Mayor Prussing called the special meeting of the Urbana City Council to order at 7:01 p.m. II. PETITIONS AND COMMUNICATIONS Victoria Gonzalez and John Dodson, representing V.I.P. Banquet Hall, were present to see if the Council might have questions of them concerning a liquor license request that appears on the agenda for the Urbana City Council (Special) Minutes: August 12, 2013 Page 2 of 3 Committee meeting coming up next. There were no questions from Council. Esther Patt, representing Champaign-Urbana Tenant Union, addressed the Council concerning housing code enforcement for landlords who ignore code violations on their properties. She suggested the City of Urbana change the amount of fines for landlords who do not correct code violations, and impose fines after the first deadline and make them automatic. Terry Townsend (former Vice Chair/Housing Authority of Champaign County) addressed the Council with concerns about appointments to the Housing Authority of Champaign County Board. He noted that he had made the Housing Authority and Champaign County Board aware that Federal regulations and intergovernmental agreements with the Cities of Champaign and Urbana and the Champaign County Board were being violated by allowing individuals who were not elected or appointed to sit on the Housing Authority Board of Commissions. He then asked for the resignations of two (2) Urbana appointees to the Housing Authority Board: Janice Mitchell and Eddie Adair. III. ORDINANCE NO. 2013-08-072: AN ORDINANCE AMENDING TO CREATE AN EMERGENCY EXCEPTION TO THE ORDINANCE CONCERNING THE PURCHASE OF EQUIPMENT AND/OR SUPPLY IN EXCESS OF TEN THOUSAND DOLLARS William Gray (Public Works Director/City Engineer) presented the staff report. Alderman Roberts made a motion to approve. Alderwoman Ammons seconded and the vote was as follows: Aye: Ammons, Brown, Jakobsson, Madigan, Marlin, Roberts, Smyth Nay: None Disposition: Ordinance No. 2013-08-072, “An Ordinance Amending to Create an Emergency Exception to the Ordinance Concerning the Purchase of Equipment and/or Supply in Excess of Ten Thousand Dollars”, was approved by Council by roll call vote (7-aye:0-nay). IV. ORDINANCE NO. 2013-08-073: AN ORDINANCE PROVIDING FOR RATIFICATION OF THE MAYOR’S DIRECTIVE TO UNDERTAKE A PURCHASE OF EQUIPMENT WITH A PURCHASE PRICE IN EXCESS OF TEN THOUSAND DOLLARS TO ADDRESS AN EMERGENCY WITHOUT ADVERTISING FOR BIDS FOR SUCH EQUIPMENT Alderman Smyth made a motion to approve. Alderman Jakobsson seconded. The vote was as follows: Aye: Brown, Jakobsson, Madigan, Marlin, Smyth Nay: Ammons, Roberts Disposition: Ordinance No. 2013-08-073, “An Ordinance Providing for Ratification of the Mayor’s Directive to Undertake a Purchase of Equipment with a Purchase Price in Excess of Ten Thousand Dollars to Address an Emergency Without Advertising for Bids for Such Equipment” was approved by Council by roll call vote (5-aye:2-nay). Urbana City Council (Special) Minutes: August 12, 2013 Page 3 of 3 V.
