Call To Order and Roll Call There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 7:01 p.m. Urbana City Counsel (Special Meeting) Minutes: October 13, 2014 Page Two II. Resolution No. 2014-09-049R: A resolution approving a Collective Bargaining Agreement with American Federation of State, County and Municipal Employees, AFL-CIO, Council 31, LOCAL 1331 (Term of July 1, 2013 through June 30, 2016) Mayor Laurel Lunt Prussing presented information pertaining to the costs that the City will incur in connection with the Agreement. Mayor Prussing stated that the cost to the City will be “roughly” two million dollars for the first two years, and one million dollars for the third year, this cost covering the bargaining and non-bargaining units and the library. Alderman Smyth made a motion to approve the Resolution No. 2014-09-049R as presented. Alderwoman Ammons seconded. Alderman Madigan then asked for clarification as to if the City would be paying $1,000,000.00 per year. Mayor stated that the first year the city will actually be paying for two years ($290,000.00 the first year and $633,000.00 for the second year) and then $1,000,000.00 for the third year. Mayor stated that the money would come from a combination of reduced spending in certain areas and increased revenues. Mayor presented that the salary rates change per the agreement is as follows: 1.5 percent for the first year, 1.75 percent for the second year, and 2.75 percent for the third year. After discussion and clarification, Resolution No. 2014-09-049R was approved by roll call. Votes were as follows: Carol Ammons – Aye Michael P. Madigan – Aye Bill Brown – Aye Diane Marlin – Aye Eric Jakobsson – Aye Charles Smyth - Aye DISPOSITION: Resolution No. 2014-09-049R, was approved by roll call vote (6 – Ayes; 0 – Nays). There being no further business to come before this special council meeting, Mayor Prussing declared the meeting adjournment at 7:12 p.m. ___________________________________ Phyllis D.
