Clark, City Clerk *** SPECIAL MEETING *** URBANA CITY COUNCIL MEETING Monday, January 26, 2015 The City Council of the City of Urbana, Illinois, met in special session Monday, January 26, 2015 in the Council Chambers at the Urbana City Building. Call To Order and Roll Call There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 7:00 p.m. II. Petitions and Communications 1. Urbana Resident Esther Patt spoke in support of Aaron Ammons’ appointment to the Urbana City Council. Ms. Patt expressed that she has known Mr. Ammons for 6 or 7 years, and spoke highly of Mr. Ammons involvement with and dedication to serving the people of his community. Urbana City Counsel (Special Meeting) Minutes: January 26, 2015 Page Two 2. Urbana Resident Jenny Putman spoke in support of Aaron Ammons’ appointment to the Urbana City Council. Ms. Putman spoke of Mr. Ammons serving with excellence and spoke of his prior accomplishments on behalf of his community. 3. State Representative Carol Ammons spoke in support of Aaron Ammons’ appointment to the Urbana City Council. Ms. Ammons spoke of how the community has deemed Mr. Ammons well qualified to serve on the Urbana City Council, and spoke highly of his character, achievements and qualifications. 4. Patricia Avery, president of the Champaign branch of the NAACP spoke in support of Aaron Ammons’ appointment to the Urbana City Council, and of Mr. Ammons record of excellent community service. III. New Business 1. Ordinance No. 2015-01-011: An Ordinance Revising the Annual Budget Ordinance, FY2014-15 (Redevelopment Agreement with Cake Design Development, LLC – Series 204 West Main) Economic Development Manager Brandon Boys gave a brief presentation explaining the purpose of Ordinance No. 2015-01-011. Following Mr. Boys’ presentation, Alderman Smyth made a motion to approve Ordinance No. 2015-01-011. Alderwoman Marlin seconded. There was no discussion. Motion carried by roll call. Votes were as follows: Charles Smyth – Aye Michael P. Madigan - Aye Eric Jakobsson – Aye Diane Marlin - Aye Bill Brown – Aye Disposition: Ordinance No. 2015-01-011 was approved by roll call vote (5 – ayes; 0 – Nays). 2. Mayor Appointment: Aaron Ammons; Council Seat for Ward 3 Mayor Prussing announced the appointment of Aaron Ammons to the Urbana City Council for Ward 3. Alderman Smyth then made a motion to accept Aaron Ammons’ appointment. Alderman Jakobsson seconded. Discussion with Council ensued in support of Mr. Ammons appointment. Disposition: Following discussion with Council, Aaron Ammons appointment to the Urbana City Council was approved by unanimous voice vote. Following the voice vote, Mayor Prussing administered the Oath of Office to Aaron Ammons to represent Ward 3 for the Urbana City Council. IV. Adjournment: There being no further business to come before this special council meeting, Mayor Prussing declared the meeting adjournment at 7:23 p.m. ___________________________________ Phyllis D.
