SPECIAL MEETING MINUTES

The City Council of the City of Urbana, Illinois, met in special session August 3, 2020, at
7:00pm via Zoom.

I. CALL TO ORDER AND ROLL CALL
With a quorum present, Mayor Marlin called the special meeting of the Urbana City Council
to order at 7:00pm.
II. PUBLIC INPUT
Public input comments included: statistics for youth arrests in Urbana for 2019, disparity in
the arrests, and the relationship between youth involvement in justice system and academic
achievement; disappointed in the choice for Ward 2 Council seat; support for Christopher
Hansen for Ward 2 seat; instead of helping to prevent crime police are reactive; consider
community intervention strategy instead of police for some cases; drop charges against
Aleyah Lewis and 27 protesters; save public input for the next meeting of the night.
A. MAYORAL APPOINTMENT
Mayor Marlin explained the process of City Council appointments and said this
appointment was the third in this term. There were four applicants and two did not live in
the ward. All references for the two remaining candidates were called and each candidate
had about a one and a half hour interview with the mayor. Council members received the
applications to review and the candidates each gave a three minute statement to council
on July 27. She said appointee will finish the term of Council Member Eric Jakobsson,
which ends May 3, 2021, and will also replace his position on the Traffic Commission.
CM Wu moved to accept the appointment of Julie Laut for Ward 2. Motion seconded by
CM Hursey.
Comments by council members included: both candidates were strong contenders;
welcome to Julie Laut; would have taken a gamble and appointed Christopher Hansen;
Julie Laut has been very involved in the community and community organizations.

Mayor Marlin said Julie Laut would be sworn in, in person on August 4 at the City Clerk’s
office and will be seated on Council for the next meeting.
B. ADJOURNMENT
With no further business before the Council, the mayor declared the meeting adjourned at
7:21pm.

Public input will be taken in the following ways:
Zoom Webinar participant

be called on by the meeting host. You must state your first and last name for the meeting
record. Participants will be muted except when they are called on to speak; video will remain

the meeting minutes have been approved. We cannot guarantee that all emails will be read
