URBANA CIVIL SERVICE COMMISSION
MEETING MINUTES
DATE: Wednesday, July 29, 2020
TIME: 4:00 P.M.
PLACE: *Held virtually due to Governor’s Stay at Home order
The Urbana Civil Service Commission met in regular session on July 29, 2020, at 4:00 p.m. via Zoom.
Commissioners physically present: None
Commissioners present virtually: Marion Knight, Thomas Betz, and Traci Nally.
Staff present virtually: Femi Fletcher, Human Resources Generalist and Liz Borman, Human Resources
Manager.
Others present remotely: Christopher Hansen.
Proceedings
Commissioner Knight called the meeting to order at 4:00 p.m. and Ms. Borman recorded the minutes. A
quorum of commissioners were present, and the meeting, having been duly convened, was ready to proceed
with business.
Approval of Minutes
Staff presented to the Commission the minutes of the June 24, 2020 meetings of the Commission for approval.
Motion duly made by Commissioner Betz and seconded by Commissioner Nally, and carried by roll call vote
as follows:
Aye: Knight, Nally, Betz
Nay: None
Public Participation
Input via Zoom
Christopher Hansen discussed ensuring that City positions’ titles should accurately reflect the true nature of
the respective positions, ensuring that citizens have open access to City services, and that employees are
held accountable. He also requested information regarding the City’s mission, vision, and values that have
been referenced in job descriptions.
Action Items
A. Request to add classifications of Human Resources Assistant and Human Resources Coordinator
Liz Borman presented the request to add the classifications of Human Resources Assistant and Human
Resources Coordinator. These positions would replace the existing Benefits Coordinator I and II
positions, respectively. This change is requested due to the upcoming retirement of Rhonda Collins,
Benefits Coordinator II. Only one position would be filled and would be based on the incumbent’s
qualifications.
HR Coordinator: Commissioner Nally moved approval and Commissioner Betz seconded, and carried by
roll call vote as follows: Aye: Knight, Betz, and Nally. Nay: None.
HR Assistant: Commissioner Nally moved approval and Commissioner Betz seconded, and carried by roll
call vote as follows: Aye: Knight, Betz, and Nally. Nay: None.
B. Request to add classification: Assistant City Engineer
Liz Borman presented the request to add the classification of Assistant City Engineer. With the
reorganization of the Public Works department and Engineering tem, the two appointed Assistant City

Engineer positions would merge into one position within the classified service. Commissioner Nally
moved approval and Commissioner Betz seconded, and carried by roll call vote as follows:
Aye: Knight, Nally, and Betz. Nay: None.
C. Request to establish a passing score for Office Specialist
Femi Fletcher presented the request to establish the passing score for Office Specialist at the minimum
qualifications: 1) education equivalent to the completion of high school (additional specialized coursework
in Business Administration, Office Science, or a related field is desirable) and two (2) years of increasingly
responsible administrative, secretarial, and clerical experience. Commissioner Nally moved approval and
Commissioner Betz seconded, and carried by roll call vote as follows:

D. Request to supplement the list of candidates for Maintenance Worker
Femi Fletcher explained that a recruitment for Maintenance Worker had been conducted last fall. The
register currently has nine individuals remaining, four of whom have been interviewed. The hiring manager
has requested to reopen the posting and add additional qualified candidates. Ms. Fletcher noted that this
would not be a new list, but would supplement the existing list. She also explained that supplementing
the existing register would allow additional candidates with preferential qualifications to be considered,
which would support operational demands. Ms. Borman also noted that the original register had a
relatively small number of candidates. Commissioner Nally moved approval and Commissioner Betz
seconded, and carried by roll call vote as follows:

Informational and Discussion Items
Ms. Borman noted the following:
New hires: Daniel Meyer and Timothy Correll (Firefighters); Michael Lawrence (Electrician).
Promotions/Transfers: Shelby Mammano (Administrative Assistant II) and Kevin Morris
(Maintenance Worker).
Separations: LeAnn Augustus (Administrative Assistant II), Valerie Marcotte (Police Services
Representative), Elizabeth Beaty (Administrative Services Manager), and Jeremy Leevey (Fire
Prevention and Education Officer).
Christopher Hanson addressed the commission with concerns regarding the City’s mission, vision, and
values. Commissioner Betz noted strategic planning processes in other jurisdictions and asked if this was
something that the City has or would undertake so that this question is more public. Discussion ensued.
Commissioner Knight directed staff to research the question.
Adjournment
There being no further business to come before the meeting, the meeting adjourned at 4:21 p.m.

Public Input and Viewing for Urbana City Council, Committee of the Whole, and some Boards and
Commissions
Anyone can attend virtually via Zoom. We will not be monitoring or using the Chat window for
meetings. The Zoom meeting information is listed on the agenda. Additional Instructions may be
provided by the Chair or City staff.
Providing Public Input
Providing Public Input by e‐mail:
We ask that if you possibly can, submit your public comments by email by the start of the meeting
to the email address listed on the agenda. These will be read per city council rules and time limits*.
Email must be received by the start of public input at the meeting and will only be taken during the
public input portion of the agenda.
Providing Public Input from a computer browser or the Zoom app on a mobile device:
∙ The link to join by computer is listed on the agenda.
∙ You do not need to install software on a computer to use Zoom. You can click “Join from your
browser.” It appears Zoom prefers for users to download and install their meeting client software
on your computer. Choose the option you are comfortable with and note, these may be browser
specific. There is a Zoom app for smartphones.
∙ Make sure you have a microphone on your computer if you wish to speak. Please identify yourself
with first and last name in Zoom for the record if you wish to speak*. FCC Guidelines will be
followed.
∙ Please turn‐off any sound from other sources, as there will be a lag in the audio if you are also
watching the meeting. You should see the meeting video stream through Zoom, see the staff
presentation slides, and hear people talking.
∙ We will be muting participants except during public input, when they will be recognized to speak
after raising their hand (see the next bullet point). Video will remain off for all members of the
public, even while they are speaking.
∙ Per council rules you must identify yourself to provide public input with your first and last name*.
During Public Input, if you wish to speak, please “Raise your hand” using the option as shown in the
Participant window (if using the Phone App, this option is shown by touching your name). When
called on by the chair or host, you will be un‐muted and you should state your name for the record
per city code*.

Providing Public Input by phone:
∙ Join by calling the phone number shown in the agenda. ∙ Callers will then be asked to enter the
Meeting ID number followed by the # key. The Meeting ID number is listed on the agenda.
∙ All callers are muted by default.
∙ If you wish to speak, please “Raise your hand” by pressing *9 once ‐ this toggles the
raise/lower hand option. When called on by the chair or host by your phone number, you will
be un‐muted and you should state your name for the record per city code*. When you are
done, the host will “lower your hand” and mute you ‐ there is no need to press any more
