MEMBERS PRESENT: Ricardo Díaz, Scott Dossett, Mikhail Lyubansky, Megan McGinty,
Grace Mitchell, Darrell Price, Darius White
MEMBERS NOT PRESENT:
STAFF PRESENT: Preston James, Deputy Chief Richard Surles
1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
Chair Grace Mitchell called this meeting of the Urbana Civilian Police Review Board to
order at 5:30 p.m. Roll was taken. A quorum was present.
2. PUBLIC PARTICIPATION
Christopher Hanson addressed the Board with concerns resulting from the last meeting.
He also shared concerns with the complaint process.
Emily Close shared frustrations with staffing changes and issues at the City.
3. MOTION TO GO INTO CLOSED SESSION FOR THE PURPOSE OF
CONDUCTING AN APPEAL HEARING pursuant to 5 ILCS 120/2(c)(1) to consider
and/or hear testimony on a complaint lodged against an employee of the public body or
against legal counsel for the public body to determine its validity.
Chair Grace Mitchell called for a motion to go into closed session for the purpose of
conducting an appeal hearing. Scott Dossett made the motion. Mikhail Lyubansky
seconded the motion. The motion carried
4. MOTION TO RECONVINING PUBLIC SESSION TO UNDERTAKE SUCH
ACTION, IF ANY, AS THE BOARD DEEMS APPROPRIATE Chair Grace Mitchell
called for a motion to return to open session. Darrell Price made the motion. Darius
White seconded the motion. The motion carried by roll call vote as follows: Diaz – yes;
Dossett – yes; Lyubansky – yes; McGinty – Yes; Mitchell – Yes; Price – yes; White –
yes.
Scott Dossett made a motion to sustain the findings of the UPD Police Chief since they
are supported by the evidence in Urbana police action citizen complaint number 2019-6.
Darrell Price Seconded the motion. The motion carried by roll call vote as follows: Diaz
– abstained; Dossett – yes; Lyubansky – yes; McGinty – Yes; Mitchell – Yes; Price –
yes; White – yes.
8. ADJOURNMENT
With no further business to come before the Board, Grace Mitchell called for a motion to
adjourn. Darrell Price made a motion that the meeting be adjourned. Darius White
seconded the motion. With no objections, Chair Grace Mitchell declared the meeting
adjourned.
