URBANA CIVILIAN POLICE REVIEW BOARD

MEMBERS PRESENT: Ricardo Díaz, Scott Dossett, Mikhail Lyubansky (chair), Megan McGinty,
Darrell Price
MEMBERS NOT PRESENT: None.
1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
a. Chair Lyubansky called this meeting of the Urbana Civilian Police Review Board to order at
5:32 p.m. Roll was taken. A quorum was present.
2. APROVAL OF AGENDA
a. Chair Lyubansky asked for a motion to approve the agenda. Scott Dossett moved and
Megan McGinty seconded the motion. The motion was approved by a roll call vote.
3. UNFINISHED BUSINESS
a. Update on the state of the current open appeals – Chair Mikhail Lyubansky gave an update
on open appeals. Board members discussed the scheduling of hearings.
b. Update Portal Audit
4. NEW BUSINESS
a. Use of Force Training - Dr. Michael Schlosser, University of Illinois Police Training
Institute – Dr. Schlosser presented a reduced version of the Use of Force Training used in
training new Police recruits. He also answered questions from Board Members.
b. Dr. Schlosser answered questions from members of the public.
5. UNFINISHED BUSINESS
a. Update Portal Audit – Scott Dossett gave a summary of the materials that are now available
in the CPRB portal. He also provided a brief overview of statistics on the complaints.
6. PUBLIC PARTICIPATION
a. Christopher Hansen shared his concerns with members of the public not being able to get
access to body camera footage and individuals not being able to file complaints when the
threat of a lawsuit has been made. He discussed a sense of distrust and confidence in the
CPRB. He also expressed his disappointment with the lack of progression with CPRB
improvements and changes.
b. Emily Klose shared her thoughts on the qualities a new Human Resources Officer should
have and how important data keeping can be.
7. ADJOURNMENT
a. With no further business to come before the Board, Chair Lyubansky called for a motion to
adjourn. Ricardo Diaz made a motion and Megan McGinty seconded. The motion was
approved by a roll call vote, Chair Lyubansky declared the meeting adjourned.

meeting host. You must state your first and last name for the meeting record. Participants will be muted
except when they are called on to speak; video will remain off for all members of the public when speaking.
