MEMBERS PRESENT: Tony Allegretti, Ricardo Díaz, Katrina Kindle, Scott Dossett, Anthony Rice
MEMBERS NOT PRESENT:
1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
a. Chair Diaz called this meeting of the Urbana Civilian Police Review Board to order at 5:30
p.m. Roll was taken. A quorum was present.
2. APROVAL OF AGENDA
a. Scott Dossett made a motion to approve the agenda, seconded by Tony Allegretti. Agenda
was approved by roll call vote.
3. APPROVAL OF MINUTES
• Regular Meeting, March 24, 2021 & Special Meeting, April 14, 2021
Anthony Rice made a motion to approve the minutes. Scott Dossett seconded the motion.
The motion was approved by a roll call vote.
4. PUBLIC PARTICIPATION
• Public comment was given.
5. UNFINISHED BUSINESS
a. Status of Complaints and Appeals
Carol Mitten shared they are 3 complaints in 2021 and no appeals. Carol reported the CPRB
is still working through a back log of Appeals from 2020.
b. Multi-year report status
No updated progress to report. However Scott did share desire to create a future template.
c. *UPDATED* Discussion of changes to the qualifications for CPRB
(specifically, exclusions of those with past felonies and past police
department service), Post City Council Presentation and Fox News interview
w/Scott Dossett.
Tony Allegretti took the issue of No felony participants allowed on the CPRB. Reported
City Council asked why the law enforcement issue was not being asked for removal as well,
however Tony reported no glaring opposition and that it seemed the City Council would go
forward with changing that part of the ordinance. Scott Dossett Shared comments from
council member MaryAlice Wu. Scott encouraged CPRB members to begin keeping a
running list of proposed changes to the CPRB. Carol Mitten comment that the CPRB
should have a conversation with City Council as to what this CPRB is going to be. She
shared investigating what will require a new model versus what will not in looking at
ordinance changes. Scott Dossett shared concerns over the possible liquidation of the
CPRB.
d. Date(s) for reporting to City Council
Chair Ricardo suggested for the CPRB be added as regular feature on the City Council
meeting agenda.
e. Taser Review
Various CPRB members shard their individual experience in Taser Training. The CPRB
looked at two past Taser cases. Deputy Chief Surles took the CPRB through 2 video Taser
incidents. Deputy Chief Surles displayed and led discussions on Policies 304.5 Use of
Taser, as well as 304.5.4 Multiple Applications of the Taser. Scott Dossett made a
motion in the case of 1716 that the use of the Taser was appropriate. Motion not seconded.
Tony Allegretti made an alternate motion that the Taser usage in case 1716 was improper
based on policy 304.5.1 in regards to fleeing suspects. Motion seconded by Katrina Kindle.
Motion carried by a 3-2 vote. Deputy Chief Surles then presented two Taser videos from a
single case occurring on February 6, 2019. At conclusion of videos Chair Ricardo Diaz
broaches the subject of a possible revote. City Administrator Carol Mitten advises that a
revote must occur at the same time as the original vote/decision and since this case is from
2019 and already voted upon it is not eligible for a revote by CPRB according to Robert’s
Rules. Deputy Chief Surles introduced Lt. Kory Koker and stated Lt. Koker will be
attending meetings regularly moving forward.
6. NEW BUSINESS
a. Information that needs to be kept about police and how to collect and store.
No new information shared.
b. No new information or updates.
7. BOARD INPUT AND COMMUNICATIONS
a. Board member comments and announcements
Tony Allegretti discussed a past Taser Case in regards to ROBERT’S RULES for the next
meeting.
Ricardo Diaz discussed CPRB Members participating in RIDE-ALONGS, as well as if the
community ever desires the presence of CPRB members at community meetings.

b. Three CPRB vacancies (Resignation of Scott Dossett as of 6/1/21)
Scott Dossett shared brief commentary and confirmed 6/1/21 as his resignation date.
c. Status of recruitment of the new Human Rights and Equity Officer (HREO).
Shared interviews moving into the final rounds.
d. CPRB Appeals Hearing Dates May 7 and May 14, 2021.
Carol Mitten commented and confirmed that the hearing officer, members and officers are
available for both proposed dates.
e. Next Regular Meeting Date: May 26, 2021
8. PUBLIC PARTICIPATION
• A second session of public comment was offered. Members of the public made
comments.
9. ADJOURNMENT
a. With no further business to come before the Board, Chair Diaz called for a motion to
adjourn. Anthony Rice made a motion that the meeting be adjourned. Scott Dossett
seconded the motion. The motion was approved by a roll call vote, Ricardo Diaz declared
the meeting adjourned.

PUBLIC INPUT GUIDELINES
The City of Urbana welcomes Public Input during open meetings of the City Council, the City Council’s
Committee of the Whole, City Boards and Commissions, and other City-sponsored meetings. Our goal
is to foster respect for the meeting process, and respect for all people participating as members of
the public body, city staff, and the general public. The City is required to conduct all business during
public meetings. The presiding officer is responsible for conducting those meetings in an orderly and
efficient manner.
Public Input will be taken in the following ways:
Zoom Webinar Participant

address in order to join the Webinar. If you wish to speak during Public Input, “raise your hand” and
wait to be called on by the meeting host. You must state your first and last name for the meeting
record. Participants will be muted except when they are called on to speak; video will remain off for

the email must include the words “PUBLIC INPUT” and the meeting date. Your email will be sent to
Ricardo Diaz, CPRB Chairperson. Emailed public comments labeled as such will be incorporated into
the public meeting record, with personal identifying information redacted. Copies of emails will be
posted after the meeting minutes have been approved.
Written Input
Any member of the public may submit their comments addressed to the members of the public body
in writing. If a person wishes their written comments to be included in the record of Public Input for
the meeting, the writing should so state. Written comments must be received prior to the closing of
the meeting record (at the time of adjournment unless otherwise noted).
Verbal Input
Protocol for Public Input is one of respect for the process of addressing the business of the City.
Obscene or profane language, or other conduct that threatens to impede the orderly progress of the
business conducted at the meeting is unacceptable.
Public comment shall be limited to no more than four (4) minutes per person. The Public Input
portion of the meeting shall total no more than one (1) hour, unless otherwise shortened or extended
by majority vote of the public body members present. The presiding officer or the city clerk or their
designee, shall monitor each speaker's use of time and shall notify the speaker when the allotted time
has expired. A person may participate and provide Public Input once during a meeting and may not
cede time to another person, or split their time if Public Input is held at two (2) or more different
times during a meeting. The presiding officer may give priority to those persons who indicate they
wish to speak on an agenda item upon which a vote will be taken.
The presiding officer or public body members shall not enter into a dialogue with citizens. Questions
from the public body members shall be for clarification purposes only. Public Input shall not be used
as a time for problem solving or reacting to comments made but, rather, for hearing citizens for
informational purposes only.
In order to maintain the efficient and orderly conduct and progress of the public meeting, the presiding
officer of the meeting shall have the authority to raise a point of order and provide a verbal warning to
a speaker who engages in the conduct or behavior proscribed under “Verbal Input”. Any member of
the public body participating in the meeting may also raise a point of order with the presiding officer
and request that they provide a verbal warning to a speaker. If the speaker refuses to cease such
conduct or behavior after being warned by the presiding officer, the presiding officer shall have the
authority to mute the speaker’s microphone and/or video presence at the meeting. The presiding
officer will inform the speaker that they may send the remainder of their remarks via e-mail to the
public body for inclusion in the meeting record.
