APPROVED MINUTES OF A REGULAR MEETING _____________________________________________________________________________________ URBANA CIVILIAN POLICE REVIEW BOARD DATE: Wednesday, May 25, 2022 TIME: 6:00 p.m. PLACE: Urbana City Building 400 South Vine Street Urbana, Illinois 61801 _____________________________________________________________________________________ MEMBERS PRESENT: Tony Allegretti, Katrina Kindle, Peggy Patten (new), Ashly Withers (new) MEMBERS ABSENT: Ricardo Diaz, Tony Rice, Colum Wilson 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM • Acting Chair Tony Allegretti called this meeting of the Urbana Civilian Police Review Board to order. Roll was taken. A quorum was present. 2. APROVAL OF AGENDA • Chair Tony Allegretti shared the agenda and it was approved as printed without proposed change. 3. APPROVAL OF MINUTES Katrina Kindle made a motion to approve the minutes from March 23, 2022. Peggy Patten seconded the motion and it carried by a roll call vote. 4. PUBLIC INPUT • Public Participation occurred. 5. OFFICER’S REPORT • Carla Boyd, Human Rights & Equity Officer, shared there have been 3 new complaints since the March 23rd meeting bringing the 2022 total number of complaints to 4. She informed about the scheduled and ultimately canceled Appeal Hearing Meeting due to written language error within the printed agenda. Announced 2 new CPRB members who would introduce themselves later in the meeting. 6. UNFINISHED BUSINESS None listed or reported. 7. NEW BUSINESS a. New CPRB MEMBERS Peggy Patten has lived in Urbana 40 years, retired from the University of Illinois as well as a former School District #116 Board Member. Ashly Withers is a lifelong Urbana resident, minus a few years, has served on the Urbana Park District Advisory committee. b. NACOLE TRAINING Training is a week-long in September, 911/22-9/15/22. Funding opportunities to attend in person are being explored. The explanation of Brady V. Maryland Supreme Court Case was given by Carla Boyd at the request of Peggy Patten. Web Race Series on 6/14/22 cost is $15. Tony Allegretti and Katrina Kindle requested to attend. c. Discussion of Potential Training Resolution Amendments Tony Allegretti, upon determining prior access to the document did not occur tabled this discussion until next meeting. d. Updates on Board Members’ Training/Community Events & Activities Carla Boyd reviewed YTD completed trainings by current CPRB members and shared for those wanting to complete their RIDE-ALONG TRAINING Sgt. Kolby Wright is the contact person. Jettie Rhodes Day is 6/25/22 as a community outreach volunteer Opportunity at King Park. Katrina Kindle gave a brief history on Jettie Rhodes Day. It was shared that there is a possible CPRB participation at Market on the Square. Mr. Allegretti requested a doodle-poll be created around Board Member availability to cover a table at the event. 8. PUBLIC INPUT No public input occurred. 9. BOARD INPUT AND COMMUNICATIONS a. Board Member comments and announcements. Tony Allegretti shared he continues, along with Katrina Kindle, working on the Policy and Procedures Manual. Peggy Patten discussed and shared commentary in regards to the various training modules. b. Next Regular Meeting of the CPRB July 27, 2022 at 6pm and will be In Person 2 10. ADJOURNMENT  Katrina Kindle made a motion to adjourn. Peggy Patten seconded the motion. ADJOURNMENT PUBLIC INPUT GUIDELINES The City of Urbana welcomes Public Input during open meetings of the City Council, the City Council’s Committee of the Whole, City Boards and Commissions, and other City-sponsored meetings. Our goal is to foster respect for the meeting process, and respect for all people participating as members of the public body, City staff, and the general public. The City is required to conduct all business during public meetings. The presiding officer is responsible for conducting those meetings in an orderly and efficient manner. Public Input will be taken in the following ways: Email Input Public comments must be received prior to the closing of the meeting record (at the time of adjournment unless otherwise noted) at the following: citycouncil@urbanaillinois.us. The subject line of the email must include the words “PUBLIC INPUT” and the meeting date. Your email will be sent to all City Council members, the Mayor, City Administrator, and City Clerk. Emailed public comments labeled as such will be incorporated into the public meeting record, with personal identifying information redacted. Copies of emails will be posted after the meeting minutes have been approved. Written Input Any member of the public may submit their comments addressed to the members of the public body in writing. If a person wishes their written comments to be included in the record of Public Input for the meeting, the writing should so state. Written comments must be received prior to the closing of the meeting record (at the time of adjournment unless otherwise noted). Verbal Input The Council’s complete rules regarding verbal input at public meetings may be found in the Urbana City Code, Chapter 2, Article 1, Section 2-4. Persons wishing to speak should fill out a Comment Card including their name and the topic to be discussed and provide the card to the City Clerk prior to the start of the meeting. Protocol for Public Input is one of respect for the process of addressing the business of the City. Obscene or profane language, or other conduct that threatens to impede the orderly progress of the business conducted at the meeting is unacceptable. Public comment shall be limited to no more than five (5) minutes per person. The Public Input portion of the meeting shall total no more than two (2) hours, unless otherwise shortened or extended by majority vote of the public body members present. The presiding officer or the City Clerk or their designee, shall monitor each speaker's use of time and shall notify the speaker when the allotted time has expired. A person may participate and provide Public Input once during a meeting
