MINUTES OF A REGULAR MEETING _____________________________________________________________________________________ URBANA HUMAN RELATIONS COMMISSION DATE: Wednesday, December 12, 2018 TIME: 5:30 p.m. PLACE: City Council Chambers 400 South Vine Street Urbana, Illinois 61801 _____________________________________________________________________________________ MEMBERS PRESENT: Daniel Larson, Peter Resnick, Carol Bradford, Lisa Mosley, Katalyna Thomas, Frances Rigberg Baker, Lolita Dumas MEMBERS NOT PRESENT: Samuel Byndom, Stacie Burnett, Briana Donald STAFF PRESENT: Vacellia Clark, Todd Rent, Preston James, Monique James, 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM a. Chair Larson called this meeting of the Urbana Human Relations Commission to order at 5:30 p.m. Roll was taken. A quorum was present. 2. APPROVAL OF AGENDA a. Mrs. Mosley made a motion that the Commission approve the agenda as presented. Ms. Rigberg Baker seconded the motion. Chair Larson called for a voice vote. The motion carried. 3. APPROVAL OF MINUTES a. October 14, 2018 Meeting i. Mr. Resnick made a motion that the Commission approve the draft minutes of the October 14, 2018 meeting as presented. Ms. Thomas seconded the motion. Chair Larson called for a voice vote. The motion carried. 4. PUBLIC PARTICIPATION a. No Public Participation. 5. OLD BUSINESS a. Comments and Revisions on Proposed Amendments to Urbana City Code, Section 2-119, Equal Opportunity in Contracting. 6. NEW BUSINESS a. No new business. 7. STAFF REPORT a. Approval of EEO Workforce Statistics  i. The EEO Workforce Statistics were reviewed and staff recommendations for approval were as follows: 1. The Roderick Group Inc. a. Recommend 2 years 2. Dig it of Champaign a. Recommend 2 years 3. Altec Industries a. Recommend 2 years 4. Homer Tree Service Inc. a. Recommend 2 years Ms. Clark gave a brief presentation to the Commission regarding the workforce statistics for each contractor/vendor, all of which were renewals of previous certifications. Ms. Clark addressed comments and questions from the Commission. Mr. Resnick made a motion that the Commission approve The Roderick Group Inc. for two years; Dig it of Champaign for two years; Altec Industries for two years, and Homer Tree Service Inc. for two years Ms. Bradford seconded the motion. Chair Larson called for a voice vote. All were in favor. The motion carried unanimously. b. HRO Activity Report i. Ms. Clark presented the monthly activity report to the Commission. Comments and questions from the Commission were addressed by Ms. Clark during the course of his presentation. 8. ANNOUNCEMENTS a. Mr. James advised of up and coming events in the community. i. “Truth Peaceful Solutions training” December 14th and 15th 2018 ii. “What they see is what they will be” Saturday December 29th iii. Cannon Development Foundation is requesting a grant for their outreach program. This program helps with job placement and housing placement for men and women recently released from being incarcerated. . 9. ADJOURNMENT a.
