MINUTES OF A REGULAR MEETING APPROVED _____________________________________________________________________________________ HUMAN RELATIONS COMMISSION DATE: Friday, June 12, 2020 TIME: 5:30 p.m. PLACE: Urbana City Council Chambers Urbana City Building 400 South Vine Street Urbana, Illinois 61801 *Virtually Via Zoom _____________________________________________________________________________________ MEMBERS PRESENT: Frances Rigberg, Stacie Burnett, Daniel Larson, Lisa Mosley, Peter Resnick, MEMBERS NOT PRESENT: Carol Bradford, Lolita Dumas STAFF PRESENT: Vacellia Clark, Tamra Jane Corbin 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM Chair Frances Rigberg called this meeting of the Urbana Human Relations Commission to order at 5:30 p.m. Roll was taken. A quorum was present. 2. APPROVAL OF AGENDA Peter Resnick made a motion to approve the agenda with the addition of a discussion of plans for how to deal with current racial justice issues under new business. Lisa Mosely seconded the motion. Chair Frances Rigberg called for a voice vote. The motion carried. 3. APPROVAL OF MINUTES a. March 11, 2020 Meeting b. May 13, 2020 Meeting Lisa Mosley made a motion that the Commission approve the minutes of the March 11, 2020 meeting and the May 13, 2020 meeting as presented. Stacie Burnett seconded the motion. Chair Frances Rigberg called for a voice vote. The motion carried. 4. PUBLIC PARTICIPATION a. Christopher Hansen shared concerns about City of Urbana staff and he would like the Human Relations Commission to look into these issues. 5. UNFISNISHED BUSINESS a. Proposal – “Publicity Campaign – Housing and Employment” Chair Frances Rigberg reviewed the proposal for the billboard and bus possibilities. Commission members discussed content, pricing and placement options. Peter Resnick made a motion that the HRC approve for up to $2,200 in expenditures on bus and or billboard advertising to be determined. Lisa Mosely seconded the motion. The motion carried. 6. NEW BUSINESS a. EEO workforce statistics The EEO Workforce Statistics applications were reviewed and staff recommendations for approval were as follows: 1. ERES International – 2 years 2. ABC Sanitary – 2 years 3. CoraMae Insurance – 2 years 4. Koenig Body and Equipment, Inc. – 2 years 5. NPOP, Inc. – 2 years 6. Robinson Engineering – 1 year 7. Springfield Electric – 1 year 8. MSA Professional Services – 1 year 9. Duce Construction – Discussion Commission members discussed staff recommendations. Peter Resnick made a motion to approve staff recommendations with the understanding that for the 1-year recommendations the HRC is asking for additional recruitment policies and procedures that show the company’s good faith efforts to improve their statistics within that year. Stacie Burnett seconded the motion. The motion carried and staff recommendations were approved except for the company that needed discussion. Commission members discussed the final EEO Workforce Statistics application submitted by Duce Construction. Peter Resnick made a motion without approving them that the commission request a showing of good faith efforts in regards to the company’s hiring practices and wait until a review before a decision is made. Lisa Mosely seconded the motion. The motion carried. b. Informal Hearing Review Peter Resnick reviewed the informal hearing that took place June 2, 2020. He expressed concern that there are discrepancies in the ordinance and suggested that the Commission to review and clarify. Chair Frances Rigberg suggested a subgroup work on a proposal to bring before the Commission. Peter Resnick and Daniel Larson will work on an update to bring to the July Meeting. c. Plans for how to deal with current racial justice issues Commission members discussed ways to be proactive in dealing with current racial justice issues. Lisa Mosely suggested hosting a town hall or community forum where community leaders could interact with the community. Ms. Mosely and Stacie Burnett will work on this project and provide an update at a future meeting. 7. ANNOUNCEMENTS There were no announcements. 8.
