Sustainability Advisory Commission Meeting

CITY OF URBANA, ILLINOIS SUSTAINABILITY ADVISORY COMMISSION Council Chambers, Urbana City Building Tuesday, May 5, 2015 Commissioners Present: Chairperson Marya Ryan, Vice Chair Stephen Wald, Bart Bartels, Morgan Johnston, Todd Rusk Commissioners Absent: Andrew Stumpf, Rachel Vellenga Staff Present: Scott Tess, Kate Brickman Call to Order, Roll Call, and Declaration of Quorum The meeting was called to order at 7:00 p.m. Kate Brickman called the roll and a quorum was present. Changes to the Agenda There were no changes to the agenda. Approval of Minutes from Previous Meeting Motion was made by Mr. Rusk, second by Mr. Bartels, to approve the minutes from the April 7, 2015 meeting. One correction was noted and all were in agreement to approve the minutes as amended. Motion carried. Public Input There was no public input. Communications Staff Report Scott Tess gave the monthly Staff Report that included progress for the Climate Action Plan (CAP) Phase 2 highlighting the areas of local onsite renewable energy markets and the U-C ENERGY STAR Challenge. Provided was a handout explaining Ameren’s proposed prices for the default electricity supply rate for residential customers. Related to the Sustainable Water Management Plan, Tess mentioned an analysis being spearheaded by the Regional Planning Commission in regard to public access goals for recreational waters in Urbana. Additionally, the report noted a City Green Team update, Public Engagement opportunities, the latest version of the Urbana City Council and Mayoral Goals 2017-2017, and the results from the latest U·Cycle Electronics Recycling Event. The Report stated June 2 as the next meeting date. Urbana Waste Diversion Report Courtney Kwong, Recycling Coordinator for the City of Urbana, gave a presentation on data received from waste and recycling haulers servicing residents of the city. Continuing Business There was no continuing business to address. New Business State Energy Legislation Scott Tess gave an overview of the proposed Illinois Clean Jobs Bill (HB2607/SB1485). The Bill would increase energy efficiency through various measures and allow non-utility energy efficiency service providers a fair opportunity to compete, the Renewable Portfolio Standard would be raised from the current goal of 25% by 2025 to 35% by 2030, and market-based strategies to reduce carbon pollution and create jobs would be pursued. An additional brief overview was provided of the following energy legislation: • SB1585/HB3293 – which has high potential to block renewables from entering the marketplace; and • SB1879/HB3328 – which could result in the elimination of existing third-party energy programs. Upon discussion, motion was made by Ms. Johnston, second by Mr. Bartels, to request formal City support of the Clean Jobs Bills. Motion carried. Announcements Scott Tess shared the following announcements: • Bike to Work Day on May 14 with stations set up around the City. All are encouraged to register beforehand and to learn about other events taking place during C-U Bike Month at cubike.org/; • Rain Barrel and Compost Bin Sale on Saturday, May 16 from 9 a.m. to 3 p.m. in the parking lot of north of the City building at 400 S. Vine Street in Urbana; and • An agreement regarding the landfilling of PCB’s at the Clinton Landfill has been reached. It does not have the weight of legislation. Additionally, Ms. Johnston reported that the public comment period for the updated 2015 University of Illinois Climate Action Plan (iCAP) will be open May 8-17. Students, faculty, staff and community members can view or download a pdf of the working plan right here.
