CITY OF URBANA, ILLINOIS SUSTAINABILITY ADVISORY COMMISSION Executive Conference Room, Urbana City Building Tuesday, July 19, 2016 Commissioners Present: Chairperson Marya Ryan, Vice Chair Stephen Wald, Stacy Gloss, Beth Meschewski, Morgan Johnston, Andrew Stumpf Commissioners Absent: Todd Rusk Staff Present: Scott Tess, Kate Brickman Call to Order, Roll Call, and Declaration of Quorum The meeting was called to order at 7:01 p.m. Kate Brickman called the roll and a quorum was present. Ms. Ryan took a moment to introduce Ms. Gloss and Ms. Meschewski and welcome them to SAC as new Commissioners. Changes to the Agenda There were no changes to the agenda. Approval of Minutes The minutes from the May 3, 2016 meeting were not approved, but held until the next meeting. Public Input There was no public input. Communications Staff Report Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan (CAP) Phase 2, highlighting the feasibility of bidding a solar array for the closed landfill, the success of the Solar Urbana-Champaign program with contracts for 605 kW of capacity, the Wildlife Federation’s Mayors for Monarchs Pledge, and partnerships with energy efficiency programs and community groups. Tess reported on continued efforts to use the ICLEI Clearpath greenhouse gas tool in relation to compliance with the Compact of Mayors. Associated with the Sustainable Water Management Plan, Tess mentioned an In Progress one pint per flush urinal installed at Public works. Additionally, U-Cycle staff is working with Campus Circle apartments to deliver U-Cycle information to all units and with Champaign County on another Request for Proposals as the current vendor for electronics recycling cancelled the upcoming collection event. The Report stated August 2, 2016 as the next meeting date. Greenhouse Gas Inventory Updates. Scott Tess shared information regarding the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC) and what that meant for our data collection efforts in Urbana. The GPC serves as a guidance document that prescribes the way communities should account for emissions and coherently share data. The Commission discussed the information. Continuing Business There was no continuing business. New Business Sustainability Advisory Commission Seats Ms. Ryan read aloud correspondence from an Urbana resident concerning having a special designation for a high school student to serve on the Commission. SAC members discussed the possibility with regard to by-laws and engaging the youth perspective. The discussion will be revisited at the next regularly scheduled meeting. Announcements Ms. Meschewski announced the Smithsonian Institution Traveling Exhibition Service Museum on Main Street Water/Ways exhibition from July 16 to August 27 at Museum of the Prairie, Lake of the Woods Forest Preserve, Mahomet. Ms. Gloss and Mr. Tess noted that Illinois has a commercial PACE authorization. Adjournment There being no further business to discuss, the meeting was adjourned at 8:06 p.m. This meeting was recorded.
