Commissioners Present: Chairperson Marya Ryan (via telephone), Vice Chair Stephen Wald,
Stacy Gloss, Morgan Johnston, Beth Meschewski, Todd Rusk, Andrew Stumpf
Staff Present: Scott Tess
Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:00 p.m. by Todd Rusk, who chaired the meeting. Scott Tess
called the roll and a quorum was present.
Changes to the Agenda
There were no changes to the agenda.
Approval of Minutes
There were no minutes presented. Minutes from the February meeting will be presented at the
April meeting.
Public Input
There was no public input.
Communications
Staff Report
Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan
(CAP) Phase 2, highlighting the Urbana-Champaign ENERGY STAR Challenge. Staff is also
working with the Urbana Middle School on establishing a butterfly garden in support of the
Mayor’s Monarch Pledge.
Related to Public Engagement, Tess reported advising a University of Illinois Natural Resources
and Environmental Sciences class on sustainability work and careers.
Associated with the Sustainable Water Management Plan, Tess discussed the rain barrel and
compost bin sale bid.
Additionally, a U-Cycle program recycling bin audit was conducted in February.
The Report stated April 4, 2017 as the next meeting date.
Continuing Business
There was no continuing business.
New Business
Annual Report
Scott Tess presented Annual Report for Council. Packet information was missing final 4th quarter
municipal electric aggregation data which is shown in the PowerPoint that Tess has provided.
The purpose of the report is to offer a snapshot to the City Council of what the Environmental
Sustainability Division does and to show tends in the data that is collected.
Discussion ensued and SAC offered input.
NREL Solar plus Battery Report
Scott Tess shared a slide presentation from the National Renewable Energy Lab (NREL)
evaluation of the fire station on north Lincoln Avenue for the viability of Solar PV and battery
storage opportunities. The assessment indicated that PV by itself was feasible; however, PV and
battery system together are not cost effective given the current electric rate structure.
Discussion ensued.
Announcements
Morgan Johnston announced the position of Sustainability Programs Coordinator open with the
University of Illinois Institute for Sustainability, Energy, and Environment.
Adjournment
There being no further business to discuss, the meeting was adjourned at 9:12 p.m.
