CITY OF URBANA, ILLINOIS SUSTAINABILITY ADVISORY COMMISSION Council Chambers, Urbana City Building Tuesday, September 12, 2017 Commissioners Present: Chairperson Stacy Gloss, Dustin Allred, Beth Meschewski, Todd Rusk, Andrew Stumpf, Morgan White Staff Present: Scott Tess, Kathryn Levy Additional Present: Marcus Ricci, Community Development Call to Order, Roll Call, and Declaration of Quorum The meeting was called to order at 7:00 p.m. by Stacy Gloss. Kathryn Levy called the roll and a quorum was present. Changes to the Agenda There were no changes to the agenda. Approval of Minutes Motion was made by Mr. Rusk, second by Ms. Meschewski, to approve the minutes from the June 6, 2017 meeting. Motion carried. Motion was made by Mr. Rusk, second by Mr. Allred, to approve the minutes from the July 11, 2017 meeting. Motion carried. Public Input David Monk, Champaign, spoke of the potential for restoration of the prairie environment along the Olympian Drive project roadway. Communications Staff Report Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan (CAP) Phase 2, highlighting an investment grade energy audit, updates on Solar Urbana-Champaign and the Property Assessed Clean Energy bill, RFQ’s for a Landfill Solar Developer and a Community Crowdfunded Wind Energy Developer, and involvement in a Sierra Club-hosted Clean Energy Town Hall. Additionally, Tess noted his invitation to participate in the 23rd Conference of Parties (COP23) of the United Nations Framework Convention on Climate Change in Bonn, Germany in November as a member of 350.org and ICLEI – Local Governments for Sustainability People’s Delegation. Associated with the Sustainable Water Management Plan, Tess discussed the Midwest Grows Green Natural Lawn Care Program kickoff. Related to U-Cycle, several participatory events were mentioned as well as updates on electronics legislation and household hazardous waste. The Report stated October 3, 2017 as the next meeting date. Continuing Business There was no continuing business. New Business Landfill Renewables Scott Tess informed Commission members that he has advertised a Request for Qualification’s for a Landfill Solar Developer and a Request for Qualification’s for a Community Crowdfunded Wind Energy Developer. Both projects could benefit the community environmentally (in being an off taker of renewable energy generated) and financially (from tax and lease payment revenues). Discussion ensued. Commission Outreach Activities Members continued discussion of possible outreach activities with which to engage the community. Suggestions included an information booth at Urbana’s Market at the Square, a film and speaker series, and invitation to youth organizations for collaboration. Announcements Ms. Meschewski announced that the Dart Corporation in Urbana is accepting #6 Styrofoam for recycling drop-off at their shipping department entrance.
