APPROVED CITY OF URBANA, ILLINOIS SUSTAINABILITY ADVISORY COMMISSION Council Chambers, Urbana City Building Tuesday, November 6, 2018 Commissioners Present: Chairperson Stacy Gloss, Dustin Allred, Claire Johnson, Todd Rusk, Morgan White, Tesfaye Wolde-Medhin, Maddy Garbacz Commissioners Absent: Andrew Stumpf, Staff Present: Scott Tess, Tamra Jane Corbin, Courtney Kwong Call to Order, Roll Call, and Declaration of Quorum Chairperson Stacy Gloss called the meeting to order at 7:01 p.m. Tamra Jane Corbin called the roll and a quorum was present. Changes to the Agenda There were no changes to the agenda Approval of Minutes October meeting minutes will be voted on at the next commission meeting. Public Input There was no Public Input. Communications Staff Report Scott Tess gave the monthly Staff Report which included an update on the Climate Action Plan Phase 2 Progress. Progress updates included information on a custom street light retrofit incentive project with Ameren, an Ameren Franchise agreement staff has been working on, contract details for Solar Urbana-Champaign 3.0, and negotiation standings for a lease with Sunpower to develop a solar array on the closed Urbana Landfill. Stacy Gloss had a question about Ameren contracts and their new fee structure. She would welcome thoughts or concerns about new rates. Request to create agenda item for next meeting to explore this topic more. Maddy Garbacz gave a recap of the Champaign-Urbana Youth Sustainability Summit. It was a successful event and attendance was better than expected for the first time event. Staff attended a National Science Foundation funded meeting that helps create dialog and develop academic models for sustainability, health, and equity interventions. A very successful countywide electronics recycling event was held Saturday, October 13. Future plans include 2 more events in 2019. Eighty two tons of electronics were collected at this event. Since 2010, 1,300 tons of electronics have been collected. 1 APPROVED Courtney Kwong attended the National Resource Recycling Conference in St. Louis last month. She was awarded a travel scholarship to attend. The next meeting of the Urbana Sustainability Advisory Commission will be held on Tuesday, December 4, 2018 at 7:00 p.m. in Council Chambers. Food Scrap Recycling Courtney Kwong presented case studies from 3 different cities on their food scrap recycling programs and the infrastructure of those programs. Carry Out Bag Fee Act SB1597 Courtney Kwong provided information and details for the Carry Out Bag Fee Act SB1597. The entire bill can be found on the Illinois General Assembly website. Commission members discussed the pros and cons of this proposed bill being passed. Motion was made by Todd Rusk, second by Morgan White, to advise the city council and mayor to advocate for the passage of SB1597 and further that if it passes they work with Champaign County to use the funding for priority waste in Champaign County solid waste management plan such as household hazardous waste and latex paints. Motion Carried. Commission January Meeting Date The January Sustainability Advisory Commission meeting was cancelled. Announcements There were no announcements. Old Business There was no old business. Adjournment There being no further business to discuss, the meeting was adjourned at 8:45 p.m. This meeting was recorded. 2
