Sustainability Advisory Commission Meeting

APPROVED CITY OF URBANA, ILLINOIS SUSTAINABILITY ADVISORY COMMISSION Council Chambers, Urbana City Building Tuesday, April 2, 2019 Commissioners Present: Andrew Stumpf, Dustin Allred, Claire Johnson, Morgan White, Tesfaye Wolde-Medhin Commissioners Absent: Stacy Gloss, Todd Rusk, Maddy Garbacz Staff Present: Scott Tess, Amanda Flores Call to Order, Roll Call, and Declaration of Quorum Acting Chairperson Andrew Stumpf called the meeting to order at 7:00 p.m. Amanda Flores called the roll and a quorum was present. Approval of Minutes Claire Johnson motioned for the approval of the minutes from the 03/05/19 meeting, Tesfaye Wolde- Medhin seconded the motion. The minutes were approved. Changes to the Agenda There were no changes to the agenda. Public Input There was no public input Presentation Staff Report Scott Tess reported on the Solar Urbana-Champaign 4.0 receiving two proposals from solar installers and updated the body on scheduling Solar Power Hours. Mr. Tess provided an update that the Illinois Power Authority has delayed their first incentive lottery for solar incentives to April 10th. With regards to Sustainable Water Management Plan, Mr. Tess provided an update on the request for proposals for the rain barrel and compost bin sale. The cities of Urbana and Champaign have a $25 rebate for the rain barrels. The sale, as well as a simultaneous composting event, has been scheduled for May 4th at the Anita Purves Nature Center. Mr. Tess shared Staff’s participation in public engagements at the University of Illinois and a webinar hosted by the Council of Development Finance Agencies. Lastly, an update on the closing of the Food Scrap Survey was given. Morgan White suggested that data collected from the survey could be shared during the composting event in May. The next meeting is scheduled for May 7, 2019 in the Council Chambers. 1  APPROVED Discussion for Proposed Zoning Ordinance Text Amendment for Solar Renewable Energy Systems – Principal Use (“Solar Farm”) and Accessory Use Marcus Ricci from the Community Development Department opened the discussion to the body for input and feedback to amend the City’s Zoning Ordinance for Solar Renewable Energy. Mr. Ricci began the discussion with differentiating Principal and Accessory Use in relation to land use itself. A Discussion on zoning examples and hypotheticals ensued. Discussion of draft Environmental Sustainability Division Annual Report Scott Tess shared the updated version of the Annual Report based on the changes and suggestion made by the commission after the 03/05/19 meeting. Announcements Morgan White shared that Boneyard Creek Clean-up day is April 13th. May is Bike month, beginning with a bike-to-work event on May 1st and continuing with other planned events for the entire month. Ms. White also share that Earth Month is April culminating in Arbor Day is April 26th.
