Clark, Town Clerk CUNNINGHAM TOWNSHIP BOARD MEETING Monday, July 7, 2014 The Cunningham Township Board met in regular session Monday, July 7, 2014 in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Charlie Smyth, Alderman Ward 1 Trustees: Carol C. Ammons, Alderwoman Ward 3 Eric Jakobsson, Alderman Ward 2 Diane W. Marlin, Alderwoman Ward 7 Dennis Roberts, Alderman Ward 5 Town Clerk: Phyllis D. Clark Supervisor: Michelle Mayol Assessor: Dan Stebbins ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: ELECTED OFFICIALS ABSENT: Bill Brown; Laurel Lunt Prussing; Michael Madigan OTHERS PRESENT: Fred Grosser; Members of the Media A. ROLL CALL There being a quorum, Chair Smyth in the absence of the Mayor, called the meeting of the Cunningham Township Board to order at 7:03PM. B. APPROVAL OF MINUTES OF PREVIOUS MEETING June 2, 2014 – Trustee Ammons made a motion to approve the minutes of Monday, June 2, 2014. Trustee Marlin seconded. Michelle Mayol, Township Supervisor made one correction to the previous minutes as follows: Assessor Dan Stebbins was present in the Council Chambers from 7:00pm until 7:45pm, but was not present at the Cunningham Town Board meeting which started late at 7:58PM on Monday, June 2, 2014. Motion to approve minutes with corrections was carried by voice vote. C. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion by Supervisor Mayol: 1. Town Fund 2. General Assistance Fund Cunningham Township Board Meeting Minutes: July 7, 2014 Page 2 of 3 Trustee Carol Ammons made a motion to approve Town Funds in the amount of $49,385.88, and General Assistance Funds in the amount of $21,013.84. Seconded by Trustee Roberts. Motion carried by voice vote. D. REPORTS OF OFFICERS Trustee Diane Marlin addressed Township Supervisor, Michelle Mayol about her request for an end of the year report concerning the impact that The Affordable Care Act has made on how much the township is spending on medical. Following Supervisor Michelle Mayol’s report to Trustee Marlin, there were more questions from Town Board members regarding financial status of Cunningham Township General Assistance Fund. A discussion followed concerning what would be reasonable and appropriate ways to respond to new found flexibility in funds due to reduction in medical bills and case load. E. PETITIONS AND COMMUNICATIONS There were none. F. OLD BUSINESS There was none. G. NEW BUSINESS 1. Designation of Final Amended Budget for FY 2014-2015. Michelle Mayol, Township Supervisor stated that this item was on the agenda in error and should have been removed. 2. Ordinance No. T-2014-07-002: Adoption of the Combined Budget and Appropriation Ordinance (Fiscal Year 2014/2015) Michelle Mayol, Township Supervisor presented Ordinance No. T-2014-07-002. After presentation Trustee Marlin made a motion to approve Ordinance No. T-2014-07-002. Seconded by Trustee Jacobsson. Motion carried by roll call. Votes were as follows: Carol Ammons – Aye Dennis Roberts - Aye Eric Jakobsson – Aye Charlie Smyth – Aye Diane Marlin - Aye 3. Ordinance No. T-2014-07-003: Transfer of Appropriation Ordinance (FY 2013-2014) Michelle Mayol, Township Supervisor presented Ordinance No. T-2014-07-003. Cunningham Township Board Meeting Minutes: July 7, 2014 Page 3 of 3 After presentation Trustee Roberts made a motion to approve Ordinance No. T-2014-07-003. Seconded by Trustee Jakobsson. Motion carried by voice vote. Votes were as follows: Carol Ammons – Aye Dennis Roberts - Aye Eric Jakobsson – Aye Charlie Smyth – Aye Diane Marlin - Aye 4. Resolution No. T-2014-07-003R: Resolution Authorizing Request to Intervene in Formal Hearing with the Illinois Property Tax Appeal Board. Dan Stebbins, Township Assessor presented Resolution No. T-2014-07- 003R. Following the presentation Township Assessor Dan Stebbins answered questions. Afterwards, Trustee Dennis Roberts made a motion to approve Resolution No. T-2014-07-003R. Seconded by Trustee Jakobsson. Motion carried by voice vote. H.
