Clark, Town Clerk CUNNINGHAM TOWNSHIP BOARD Monday, November 2, 2015 The Cunningham Township Board met in Regular session Monday, November 2, 2015 at 7 p.m. in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Laurel Lunt Prussing Trustees: Aaron Ammons; Bill Brown; Eric Jakobsson; Diane Marlin; Charles Smyth Town Clerk: Phyllis Clark Supervisor: Michelle Mayol Assessor: Absent ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: ELECTED OFFICIALS ABSENT: Michael P. Madigan; Ward 6; Dennis Roberts, Ward 5; Dan Stebbins, Township Assessor OTHERS PRESENT: Frederic M. Grosser, Members of the Media A. ROLL CALL Chair Prussing called the meeting of the Cunningham Township Board to order at 7:00 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Trustee Charles Smyth made a motion to approve minutes from October 5, 2015. Trustee Diane Marlin seconded. Motion carried by voice vote. C. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion: 1. Town Fund 2. General Assistance Fund Trustee Charles Smyth made a motion to approve the Town Fund in the amount of $73,204.84 General Assistance Fund in the amount of $18,506.80. Trustee Eric Jakobsson seconded. Motion carried by voice vote. D. REPORTS OF OFFICERS Township Supervisor announced the coat drive for 2015-2016 and drop off time during business hours. E. PETITIONS AND COMMUNICATIONS There was none. F. UNFINISHED BUSINESS a. Approval of the Rent Assistance Program Manual Cunningham Township Board Meeting Minutes: Monday, November 2, 2015 Page 2 of 2 Township supervisor Michelle Mayol presented the updated manual and addressed board members’ questions. Discussion ensued. After discussion trustee Diane Marlin made a motion to approve the Rent Assistance Program Manual as presented. Trustee Jakobsson seconded. Motion carried by voice vote. G. NEW BUSINESS 1. Ordinance No. T-2015-11-003: An Ordinance levying taxes for all Town purposes for the Town of Cunningham, Champaign County, Illinois, for the tax year 2015, collectible in 2016. Township Supervisor Michelle Mayol Presented Ordinance No. T-2015- 11-003, with recommendation for approval. Discussion ensued. After discussion Trustee Charles Smyth made a motion to send Ordinance No. T-2015-11-003 to the Budget Committee in two weeks. Trustee Eric Jakobsson seconded. Motion carried by voice vote. 2. Resolution No. T-2015-11-005R: A Resolution determining the amounts of money necessary to be raised by the tax levy for the tax year 2015, collectible in 2016. Trustee Charles Smyth made a motion to send Resolution No. T-2015- 11-005R to the Budget Committee in two weeks. Trustee Eric Jakobsson seconded. Motion carried by voice vote. 3. Closed and Open Session to Consider Township Attorney Frederic M. Grosser stated that there is no need to go into closed session at this time. Mr. Grosser stated that at this time the wait is on the ruling from the Appellate Court after the verbal arguments hearing from October 22, 2015 and that the Court will provide a written decision within 60 days. H. ADJOURNMENT There being no further business to come before the Cunningham Town Board, Chair Prussing declared the meeting adjourned at 7:20 p.m. Phyllis D.
