Clark, Town Clerk CUNNINGHAM TOWNSHIP BOARD Monday, December 5, 2016 The Cunningham Township Board met in Regular session Monday, December 5, 2016 at 7:00pm in the Council Chambers at the Urbana City Building, 400 South Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Laurel Lunt Prussing Trustees: Aaron Ammons; Bill Brown; Eric Jakobsson; Michael P. Madigan*; Diane Marlin; Dennis Roberts Charles Smyth Town Clerk: Phyllis Clark Supervisor: Michelle Mayol Assessor: ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Dan Stebbins, Assessor OTHERS PRESENT: Frederic M. Grosser, Members of the Media 1. ROLL CALL Chair Prussing called the meeting of the Cunningham Township Board to order at 7:00pm. *Trustee Michael P. Madigan arrived at 7:01pm. 2. PUBLIC PARTICIPATION There was none. 3. MINUTES OF PREVIOUS MEETING Trustee Bill Brown made a motion to approve minutes from the November 7, 2016 meeting. Trustee Aaron Ammons seconded. Township Supervisor Michelle Mayol made a correction in the minutes, under the votes for Ordinance No. T-2016-11-004. The minutes state Trustee Charles Smyth voted yes for the ordinance, and he voted no. Motion to approve the minutes as corrected was carried by voice vote. 4. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion: a. Town Fund b. General Assistance Fund Trustee Aaron Ammons made a motion to approve the Town Fund in the amount of $60,325.87 General Assistance Fund in the amount of $17,610.70. Trustee Eric Jakobsson seconded the motion, which carried by voice vote. 5. REPORTS OF OFFICERS There were none. 6. UNFINISHED BUSINESS a. Ordinance No. T-2016-11-003: An Ordinance Regulating the Cunningham Township Board Meeting Minutes: Monday, December 5, 2016 Page 2 of 2 Reimbursement of all Travel, Meal and Lodging Expenses of Officers and Employees of Officers, in Cunningham Township, Champaign County, Illinois. [11/7/16] Township Supervisor Michelle Mayol pointed out the recommended changes that were made in this ordinance and made clarifications for the trustees. Trustee Eric Jakobsson made a motion to approve Ordinance No. T-2016-11-003. Motion seconded by Trustee Charles Smyth and carried by roll call vote as follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson, Aye Smyth - Aye Madigan – Aye 7. NEW BUSINESS a. 2017 Cunningham Town Board Meeting Schedule Township Supervisor Michelle Mayol informed trustees that the Township meetings for 2017 will be on the first Monday of each month with two exceptions. The January meeting will be on Monday, January 9 (New Year’s holiday) and the September meeting will be held on Tuesday, September 5 (Labor Day is on Monday, September 4). Trustee Charles Smyth made a motion to approve the meeting schedule for 2017. Motion seconded by Trustee Dennis Roberts and carried by voice vote. b. Revision of Township Tax Levy Trustee Charles Smyth presented this item. He stated because of the amounts currently in the township funds, he is suggesting a one-time decrease of 2.5 cents in the township tax levy. Trustee Eric Jakobsson stated he opposed the decrease. He said social service funding could be transferred from the City to the Township, providing enough funding for the city to hire one additional police officer. The funds might also be necessary for possible increases in health care costs and the need for low income rental assistance. There was further discussion, but no action taken. 8. CLOSED AND OPEN SESSION TO CONSIDER Township Attorney Frederic M. Grosser stated that there was no need to go into closed session at that. He updated trustees with various case filing dates.
