Smyth, Town Clerk SPECIAL CUNNINGHAM TOWNSHIP BOARD MEETING Monday December 18, 2017 The Cunningham Township Board met in Special Session at 7:00 p.m., Monday, December 18, 2017 in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Diane Wolfe Marlin Trustees: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller Dennis Roberts; Maryalice Wu Township Clerk: Charles A. Smyth ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Dan Stebbins, Assessor; Danielle Chynoweth, Supervisor OTHERS PRESENT: Wayne Williams, Soray Santoyo, Media members 1. ROLL CALL Chair Marlin called the meeting of the Cunningham Township Board to order at 7:00 p.m. 2. PUBLIC PARTICIPATION There was none. 3. COMMITTEE TO VERIFY BILLS This item was moved to follow items 4, 5, and 6. 1. Town Fund in the amount of $4,288.30 2. General Assistance Fund in the amount of $2,586.07 Trustee Roberts made a motion to approve the Town Fund and General Assistance Fund bills for the amounts listed. Trustee Miller seconded and the bills were approved by unanimous voice vote. 4. Resolution No. T-2017-12-010R: A Resolution Authorizing the Cunningham Township Supervisor to Sign a Contract with Blue Cross Blue Shield for Health Insurance Coverage (Effective January 1, 2018) Wayne Williams, Assessor-elect and representing Supervisor Chynoweth, presented information related to the Blue Cross Blue Shield proposal. Health Alliance plans for the Township employees are no longer available so staff looked at various options. They settled on two BlueCross Blue Shield plans, one being a high deductible plan. Discussion ensued concerning the need for and level of Township payments into the proposed HSA plan as compared to City of Urbana plans. A motion to approve Resolution T-2017-12-010R was made by Trustee Miller and seconded by Trustee Ammons. With no further discussion, the motion passed on a roll call 7-0. Voting Aye: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu. Voting No: none. 5. Resolution No. T-2017-12-011R: A Resolution Authorizing the Cunningham Township Supervisor to establish a Health Savings Account and setting Township contribution rates to the Health Savings Accounts Cunningham Township Board Meeting Minutes: December 18, 2017 Page 2 of 2 Mr. Williams introduced the resolution and Soray Santoyo, Lambert Risk Management, answered questions from Trustees concerning adjustments to levels of payments to the HSA. Discussion continued concerning the level of Township payments for employees using the HSA. A motion to approve Resolution T-2017-12-011R was made by Trustee Ammons and seconded by Trustee Hazen. Trustee Brown moved to amend the levels to lower amounts, seconded by Trustee Wu. Discussion followed and the motion to amend failed. With no further discussion, the motion passed on a roll call 7-0. Voting Aye: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu. Voting No: none 6. Resolution No. T-2017-12-012R: A Resolution Authorizing the Cunningham Township Supervisor to Sign a Contract for Flexible Spending Account for Health Insurance Coverage with Key Benefit Administrators. Mr. Williams introduced the resolution and Soray Santoyo answered questions from Trustees. A motion to approve Resolution T-2017-12-012R was made by Trustee Miller and seconded by Trustee Roberts. With no further discussion, the motion passed by unanimous voice vote. 7. Closed Session: To review closed session minutes, pursuant to 5 ILCS 120/2(c)(21) A motion to go into Closed Session to review closed session minutes, pursuant to 5 ILCS 120/2(c)(21) was made by Trustee Miller, seconded by Trustee Hazen. With no discussion, the motion passed on a roll call 7-0. Voting Aye: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu. Voting No: none. Trustees moved to the 2nd floor Executive Conference Room at 7:41 PM. Trustees returned to council chambers at 7:50. Trustee Miller made a motion to return to open session, seconded by Trustee Roberts. The motion passed on a unanimous voice vote. 8. Resolution No. T-2017-12-013R: A Resolution to Approve the Release of Closed Sessions Minutes A motion to approve Resolution T-2017-12-013R was made by Trustee Miller and seconded by Trustee Roberts. With no discussion, the motion passed by unanimous voice vote. 9. ADJOURNMENT There being no further business to come before the Cunningham Township Board, Chair Marlin declared the meeting adjourned at 7:53 p.m. Charles A.
