Smyth, Township Clerk CUNNINGHAM TOWNSHIP BOARD Monday, January 13, 2020 The Cunningham Township Board met in Regular session Monday, January 13, 2020 at 6:30 p.m. in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Diane Wolfe Marlin Trustees: Bill Brown, Shirese Hursey, Eric Jakobsson, Jared Miller, Dennis Roberts, Maryalice Wu Town Clerk: Charles A. Smyth Supervisor: Danielle Chynoweth Assessor: Wayne Williams ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: Dean Hazen, Ward 6 joined meeting from 7:02pm – 7:53pm ELECTED OFFICIALS ABSENT: None OTHERS PRESENT: Sheila Dodd, Frederic Grosser, Wendy Hundley, Carol Mitten, James Simon, and Members of the Media 1. ROLL CALL Chair Marlin called the meeting of the Cunningham Township Board to order at 6:32pm. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Trustee Miller made a motion to approve the minutes from the meetings held on December 9, 2019 and December 9, 2019 (Public Hearing). Trustee Wu seconded motion. Motion carried by unanimous voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC PARTICIPATION There was none. 5. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion: a. Town Fund b. General Assistance Fund Trustee Wu made a motion to approve the Town Fund for $ 69,745.27 and the General Assistance Fund for $ 45,933.61. Motion seconded by Trustee Roberts and carried by unanimous voice vote. 6. REPORTS OF OFFICERS Township Supervisor Danielle Chynoweth provided a written report to the board. She gave a summary of her written statement, mentioning the following updates:  Currently there are 91 participants and 28 of those are experiencing homelessness  Rental Assistance – 2 eviction prevention cases.  Continued efforts to get General Assistance participants into subsidized housing with the support from Regional Planning Commission (RPC).  Total Urbana households served July to present is 87 with an average of 17 per month. Page 1 of 3   Angel Donor Fund continues to grow with a current balance of $8,106.37.  General Assistance Changes will be as follows: an increase in standard amount of $300.00 per Illinois Department of Human Services (IDHS) and Township of Illinois (TOI). Employment track participants must do 24 hours of community work per month. Anyone who does not comply will have their case closed. If case is closed community hours must be completed prior to reapplying. Ms. Chynoweth said that at the request of the YMCA the new Housing Cohort Exhibition (storytelling of former homeless women) will be presented again at the University YMCA 1001 S. Wright St., Champaign, January 30th from 5-7 pm., and extended an invitation to the board. Cunningham Township Board will be collecting donations of winter outerwear at this event. Midyear Financial Report Ms. Chynoweth said that in her report presented to the board, items that need close attention are the ones that go over 25 – 30 % over the projected budget. The highlights of this report are the increased in Social Security Income reimbursement (SSI) and the increased amount in donations. Ms. Chynoweth then proceeded with an overview and explanation of activities on some of the accounts that are over budget. She said that an accountant has been hired to close the books quarterly. She ended her presentation by answering questions from the board. Township Assessor Wayne Williams and Chief Deputy Assessor Williams Harris gave an update on the status on the launch of digital property cards. They added that most of the properties are already available digitally. However, they are looking into purchasing a software from “Eagleview” that would aid the process of updating property information. Chair Marlin suggested a presentation on the software prior to purchase. Discussion ensued. 7. UNFINISHED BUSINESS There was none. 8. NEW BUSINESS a. Resolution No. T-2020-01-001R: A Resolution Authorizing an Agreement with the City of Urbana Granting a Sidewalk Easement Township Supervisor Danielle Chynoweth presented Resolution No. T-2020-01-001R for approval. To complete the renovation on Green Street related to the MCORE project an easement is needed to accommodate sidewalk construction. Trustee Wu made a motion to approve Resolution No. T-2020-01-001R as presented. Trustee Brown seconded. No discussion. Motion carried by roll call vote. Votes were as follows: Aye: Brown, Hazen, Hursey, Jakobsson, Miller, Robert, Wu Nay: None b. Resolution No. T-2020-01-002R: Resolution Authorizing the Cunningham Township Supervisor to pay funds to Champaign County Regional Planning Commission for Consolidated Social Service Funds FY 2019 Township Supervisor Danielle Chynoweth presented Resolution No. T-2020-01-002R with recommendation for approval. She said that there was some miscommunication with Regional Planning about the disbursement process. This resolution will allow Township to disburse the second installment of the grant, which the board had allocated under the Consolidated Social Service Funds FY 2019. Trustee Brown made a motion to approve Resolution No. T-2020-01-002R as presented. No discussion. Motion carried by roll call vote. To Discuss Pending Litigation and Probable or Imminent Litigation pursuant to Section 2(c)(11) of the Open Meetings Act, 5 ILCS 120/2(c)(11) Trustee Miller made a motion to go into closed session to review closed meeting minutes pursuant to 5 ILCS 120/2(c)(21) and to discuss pending litigation and probable or imminent litigation pursuant to section 2(c)(11), motion seconded by trustee Jakobsson and carried by roll call vote. Votes were as follows: Aye: Brown, Hazen, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None Trustee members, chair, and staff moved to the Executive Conference Room at 7:15pm. Trustee members and staff resumed open session at 7:53 p.m. (per Township Clerk Smyth) Trustee Miller made a motion to go into open session, seconded by trustee Jakobsson. Motion carried by unanimous voice vote. d. Resolution No. T-2020-01-003R: Resolution Authorizing Intervention and Participation in Board of Review and Illinois Department of Revenue Proceedings concerning OSF Healthcare Chair Marlin introduced Resolution No. T-2020-01-003R. A correction was made to read OSF Healthcare System. Trustee Roberts made a motion to approve Resolution No. T-2020-01- 003R as presented. Trustee Wu seconded. Motion carried by roll call vote. Votes were as follows: Aye: Brown, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None e. Resolution No. T-2020-01-004R: Resolution Authorizing Intervention and Participation in Board of Review and Illinois Department of Revenue Proceedings concerning Carle Foundation Chair Marlin introduced Resolution No. T-2020-01-004R. A correction was made to read Carle Foundation. Trustee Roberts made a motion to approve Resolution No. T-2020-01-004R as presented. Trustee Hursey seconded. Motion carried by roll call vote.
