Smyth, Township Clerk CUNNINGHAM TOWNSHIP BOARD Monday, March 9, 2020 The Cunningham Township Board met in Regular session Monday, March 9, 2020 at 6:30pm in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Diane Wolfe Marlin Trustees: Bill Brown; Shirese Hursey; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu Township Clerk: Charles A. Smyth Supervisor: Danielle Chynoweth Assessor: Wayne Williams ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Ward 6 - Vacant OTHERS PRESENT: Frederic Grosser 1. ROLL CALL Chair Marlin called the meeting of the Cunningham Township Board to order at 6:30 pm. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Trustee Wu made a motion to approve minutes of the following meetings: February 3, 2020 (Special Meeting), February 10, 2020, February 10, 2020 (Joint Meeting), and February 17, 2020 (Special Meeting). Trustee Hursey seconded the motion. A correction to Assessor Williams’ title for February 10 meeting was made and the motion carried by voice vote. 3. ADDITIONS TO THE AGENDA There were no additions. Trustee Jakobsson moved to allow Assessor Williams to provide his staff update before consideration of the bills, seconded by Trustee Hursey and passed by unanimous voice vote. 4. PUBLIC PARTICIPATION There no public participation. Assessor Williams provided a staff report noting that the Assessor’s website is available where there is 24/7 hour access to residential property record cards. The address is: www.ctao.us. While going over their assessments they found a lack of data for apartments in Cunningham Township. Assessor Williams said his office is working on rectifying this and they sent surveys to apartment owners with seven units or more. Out of 171 surveys sent, 115 were returned by the March 1 deadline. Assessor Williams said the contract with Eagle View has been signed. There will be access to aerial imagery which will be available to town board trustees. 5. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion: 1. Town Fund 2. General Assistance Fund Township Supervisor Danielle Chynoweth went over the town fund and general assistance fund expenditures. Town fund expenditures totaled $257,011.87, and that amount included a payment to Carle of $207,262.22 for refund of property tax payments. General Fund expenditures totaled  $216,631.48, which included a $169,033.63 payment to Carle for property tax refund. Trustee Miller made a motion to approve the Town Fund expenses for $257,011.87 and the General Assistance Fund expenses for $216,631.48. Motion seconded by Trustee Jakobsson and carried by roll call vote as follows: Wu – yes; Jakobsson – yes; Brown – yes; Roberts – yes; Hursey – yes; Miller – yes. 6. REPORTS OF OFFICERS Supervisor Danielle Chynoweth reported on assistance statistics and said the current participants remain at 96, 36 homeless with 49 males and 47 females with an average age of about 47. The total served by general assistance this fiscal year is 212 with 86 homeless. Rental assistance was five with three eviction prevention cases and two move in assistance cases. The total rental assistance households served this fiscal year is 87. Ms. Chynoweth announced the Annual Town Meeting which will take place on Tuesday, April 14 at 6:00pm. Township will be asking trustees for permission to dispose of surplus property, such as old office furniture, typewriters and computer equipment. Supervisor Chynoweth said she attended a meeting with the Champaign Urbana Public Health District (CUPHD). She gave the web address for CUPHD, www.c-uphd.org, where updates and information about Covid-19 can be found, as well as guidelines for citizens. 7. UNFINISHED BUSINESS There was none. 8. NEW BUSINESS a. Approval of the Annual Town Meeting Agenda Clerk Smyth presented an updated agenda for the Annual Town Meeting April 14, 2020. Trustee Miller moved to approve the agenda, seconded by Trustee Roberts. The motion passed by unanimous voice vote. 9. ADJOURNMENT There being no further business to come before the Cunningham Town Board, Chair Marlin declared the meeting adjourned at 6:54pm.
