Clark, Town Clerk CUNNINGHAM Township Board Meeting Virtual Attendance September 14, 2020 The Cunningham Township Board met via ZOOM at 6:30 p.m. on Monday, September 14, 2020. PRESENT via Zoom: Diane Marlin, Chair Danielle Chynoweth, Township Supervisor Wayne Williams, Township Assessor Phyllis D. Clark, Town Clerk TRUSTEES PRESENT via Zoom: Maryalice Wu, Julie Laut, Shirese Hursey, Bill Brown, Dennis Roberts, William Colbrook, Jared Miller. STAFF PRESENT: Fred Grosser, Township Attorney; Wendy Hundley There being a quorum, Chair Marlin called the meeting of the Cunningham Township Board to order at 6:30 p.m. APPROVAL OF MINUTES: Trustee Roberts moved to approve the minutes of the August 10, 2020 board meeting. Trustee Wu seconded. The motion carried by roll call, voting Aye: Trustees: Maryalice Wu, Julie Laut, Shirese Hursey, Bill Brown, Dennis Roberts, William Colbrook, and Jared Miller. Voting Nay: None. ADDITIONS TO THE AGENDA: There was none. PUBLIC PARTICIPATION: There was none. COMMITTEE TO VERIFY BILLS: The following agenda items was presented by Supervisor Chynoweth in detail. Town Fund in the amount of $62,196.52 and the General Assistance Fund in the amount of $68,711.27 with both totaling $130,907.79 in expenditures. Ms. Chynoweth also elaborated on the number of participants in the program as well as the activity thus far. She also reported on the number of homeless participants, the number of male and females as well as the average age of the participants. Discussion ensued. Following discussion, Trustee Laut moved the approval of the bills as presented by Ms. Chynoweth, seconded by Trustee Hursey. The motion carried by roll call, members voting Aye: Trustees: Maryalice Wu, Julie Laut, Shirese Hursey, Bill Brown, Dennis Roberts, William Colbrook, and Jared Miller. Voting Nay: None. Page 1 of 3 REPORTS OF OFFICERS: Ms. Chynoweth requested a moment of silence to honor those participants in the Township who have lost loved ones recently. Ms. Chynoweth reported that rental assistance is up from last month. She also feels that once the moratorium is lifted there will be a greater need for rental assistance. Ms. Chynoweth said that there is support for township participants to apply for housing subsidies, there is also support for participants to apply for SSI/SSDI and access supportive resources. SSI applications started in August by the SOAR advocate. She noted that whatever general assistance they may be receiving when SSI begins, general assistance ends at that time. The Bucket Brigade is going strong and has served about 1323 including 470 children. The summer internship program has officially ended the fall intern program is in full swing. UNFINISHED BUSINESS: There was none. NEW BUSINESS: Ordinance No. T-2020-09-002: Transfer of Appropriation Ordinance, Cunningham Township Budget FY 2019-2020. Ms. Chynoweth presented staff report. Following discussion, Trustee Brown made the motion to approve Ordinance No. T-2020-09-002: Transfer of Appropriation Ordinance, Cunningham Township Budget FY 2019-2020, with the technical correction on page 3, Section 1 where it says, “$32,000 from GA Funds” to read $32,000 to GA Funds”. Trustee Hursey seconded. The motion carried by roll call, voting Aye: Trustees: Maryalice Wu, Julie Laut, Shirese Hursey, Bill Brown, Dennis Roberts, William Colbrook, and Jared Miller. Voting Nay: None. Resolution No. T-2020-09-011R: A Resolution Authorizing the Supervisor to Sign Agreements with Social Service Providers for Grants Disbursed through the Consolidated Social Service Funds for FY 2021. Ms. Chynoweth presented staff report. Following discussion, Trustee Roberts made the motion to approve Resolution No. T-2020-09-011R: A Resolution Authorizing the Supervisor to Sign Agreements with Social Service Providers for Grants Disbursed through the Consolidated Social Service Funds for FY 2021. Trustee Wu Seconded. The motion carried by roll call, voting Aye: Trustees: Maryalice Wu, Julie Laut, Shirese Hursey, Bill Brown, Dennis Roberts, William Colbrook, and Jared Miller. Voting Nay: None. Resolution No. Y-2020-09-012R: A Resolution Setting Compensation of Cunningham Township Officials for the Four Year Term Beginning May 15, 2021 (Cunningham Township Supervisor, Cunningham Township Clerk, and Cunningham Township Board), and Beginning January 01, 2022 (Cunningham Township Assessor). Ms. Chynoweth presented a brief report and advised that this item will come back to the Board at a later date for action. Therefore there is no action needed on this item tonight. Resolution No. T-2020-09-013R: A Resolution Authorizing the Supervisor to Sign an Agreement with Clifton Allen Larson for Audit Services. Ms. Chynoweth presented staff report on this item.
