STATE OF ILLINOIS CUNNINGHAM TOWNSHIP Diane Wolfe Marlin, Chair Phyllis D. Clark, Township Clerk CUNNINGHAM TOWNSHIP BOARD Special Meeting Monday, September 28, 2020 The Cunningham Township Board met in Regular session Wednesday, September 28, 2020 at 6:15pm virtually via Zoom. Chair Marlin was physically present in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Diane Wolfe Marlin Trustees: Virtually via zoom Town Clerk: Phyllis D. Clark Supervisor: Virtually via zoom Assessor: Virtually via zoom ELECTED OFFICIALS PRESENT VIA ZOOM: (Trustees) Bill Brown (joined meeting at 6:20pm), Bill Colbrook, Shirese Hursey, Julie Laut, Jared Miller (joined meeting at 6:20pm), Dennis Roberts, Maryalice Wu; Danielle Chynoweth, Township Supervisor; Wayne Williams, Assessor ELECTED OFFICIALS ABSENT: None OTHERS PRESENT VIA ZOOM: Frederic Grosser, Kay Meharry, James Simon, Ben Mueller I. CALL TO ORDER AND ROLL CALL Chair Marlin called the meeting of the Cunningham Township Board to order at 6:15pm. II. PUBLIC PARTICIPATION Ben Mueller with CU Fair spoke about the challenge of Covid-19 response. He said they are providing food to about 300 families a week and have helped about 60 families with rental assistance. He expressed his gratitude and said it was all possible because of the help of many organizations including Champaign Urbana Public Health District, Eastern Illinois Foodbank, CU Mutual Aid, PTA Council, Families Helping Families, Covenant Fellowship Church, Promise Healthcare and others. III. NEW BUSINESS a. Resolution No. T-2020-09-018R: A Resolution Accepting the Local Coronavirus Urgent Remediation Emergency Support (CURES) Program Funding from the State of Illinois Township Supervisor Danielle Chynoweth said the Township received $204,228 from Coronavirus Urgent Remediation Emergency Support (CURES) from the State of Illinois. This can be used for past and future expenditures. Trustee Roberts made a motion to approve Resolution No. T-2020-09-018R. Motion seconded by Trustee Colbrook and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Laut, Miller, Roberts, Wu Nay: None Page 1 of 3 b. Resolution No. T-2020-09-014R: A Resolution Authorizing the Supervisor to Release Funds to Champaign Urbana Friends of Immigrants and Refugees (CU Fair) for Consolidated Social Service Funds FY 20 Township Supervisor Danielle Chynoweth said this is to authorize the release of funds from the last fiscal year to CU Fair. Trustee Wu moved to approve Resolution No. T-2020-09-014R. Motion seconded by Trustee Brown and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Laut, Miller, Roberts, Wu Nay: None c. Resolution No. T-2020-09-015R: A Resolution Authorizing the Supervisor to Sign an Agreement with Champaign Urbana Friends of Immigrants and Refugees (CU Fair) for a Social Service Grant for FY 21 Supervisor Chynoweth said this resolution will approve a grant for $10,000 to CU Fair from Cunningham Township. It comes from an emergency grant. Trustee Laut made a motion to approve Resolution No. T-2020-09-015R. Motion seconded by Trustee Brown and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Laut, Miller, Roberts, Wu Nay: None d. Resolution No. T-2020-09-016R: A Resolution Authorizing the Supervisor to Sign Agreements with The Refugee Center for Grants Disbursed Through the Consolidated Social Service Funds FY 21 Supervisor Chynoweth said this resolution had been on the agenda two weeks ago, but had an error in the grant amount. The presentation of the resolution tonight is to correct that error. Trustee Roberts moved to approve Resolution No. T-2020-09-016R. Motion seconded by Trustee Hursey and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Laut, Miller, Roberts, Wu Nay: None e. DISCUSSION: Resolution No. T-2020-09-012R: Resolution Setting Compensation of Cunningham Township Officials for Four Year Term Beginning May 15, 2021 and January 1, 2022 Supervisor Chynoweth said every four years compensation is set for elected officials before their term expires. She said this was for discussion only and it is up to trustees to propose pay for the township supervisor, assessor and clerk for the next four years. She said the process to do this should be determined by trustees. Discussion ensued and Assessor Wayne Williams and Supervisor Chynoweth responded to questions and concerns from trustees. f. Resolution No. T-2020-09-017R: A Resolution Approving the Proposal of the Champaign County Treasurer Concerning Post-Judgement Interest Supervisor Chynoweth said she thought the best decision for this would be to accept the refund of interest. Total amount refunded will be $2,352.18. ADJOURNMENT With no further business to come before the board, Chair Marlin declared the meeting adjourned at 6:48pm.
