Clark, Town Clerk Monday, October 12, 2020 6:30 p.m. Virtual Meeting MINUTES ROLL CALL: The meeting of the Township Board was called to order by Chair Marlin at 6:30 p.m. ELECTED OFFICIALS PHYSICALLY PRESENT Chair: Diane Marlin Trustees: Maryalice Wu; Bill Brown; Dennis Roberts; William Colbrook; Jared Miller Trustees Absent: Shirese Hursey; Julie Laut TOWNSHIP OFFICIALS PHYSICALLY PRESENT Township Supervisor: Danielle Chynoweth Township Assessor: Wayne Williams OTHERS PRESENT Township Attorney: Mr. Fred Grosser MINUTES OF PREVIOUS MEETING Trustee Wu moved approval and Trustee Colbrook seconded, the minutes of the August 24, 2020 (Joint Meeting); September 14, 2020 (Regular Meeting) and the September 28, 2020 (Special Meeting). Minutes were approve by roll call, voting Aye: Trustee Wu, Trustee Brown, Trustee Roberts, Trustee Colbert and Trustee Miller. Voting Nay: None. ADDITIONS TO THE AGENDA None PUBLIC PARTICIPATION None COMMITTEE TO VERIFY BILLS Supervisor Chynoweth presented discussion on the bills for this month’s expenditures. Page 1 of 3  Town Fund - $43,322.59 General Assistance Fund - $76,596.39 Expenditures totaling: $119,918.98 REPORTS OF OFFICERS Supervisor Chynoweth gave an extensive report on the number of Urbana residents that the Township served this month. She reported that there are 134 participants being served. She also advised that this number was down from last month’s 147 participants. Ms. Chynoweth reported that 58 are homeless; this number is also down from last month’s total of 67. Ms. Chynoweth reported that the Community Work Program was still closed in September and that the work with Salt and Light will open around November/December for the Community Work Program. Ms. Chynoweth also advised the Board that there has been a slight increase in rental assistance this month and there is also an increase in rental assistance applications. There has been an increase in calls for assistance since before COVID-19. SSI applications started in August by the SOAR advocate. General Assistance ends when SSI begins. The Bucket Brigade has served 1580 since March 25th including 579 children during this pandemic. Other support during this time is that the Township will be sending out postcards informing residents how to access resources during COVID-19. It will provide information on how and where to get free COVID tests and to make sure people get counted with the census by the end of October and to encourage wearing masks. UNFINISHED BUSINESS None NEW BUSINESS Resolution No. T-2020-10-019R: A Resolution Authorizing the Cunningham Township Assessor to Sign a Contract with Pictometry International Corporation for Orthogonal and Oblique Imaging Assessor Wayne Williams reported to the Board the importance of this contract and how it will benefit the accuracy of the Assessor’s Office. He also advised that there is a correction on page 3 of the resolution at the bottom it should read, “bill to Cunningham Township, Urbana, Illinois.” This wording shall be on each page from page 3 through pages 14. Discussion ensued. Following discussion, Trustee Miller moved and Trustee Roberts seconded to approve Resolution No. T-2020-10-019R: A Resolution Authorizing the Cunningham Township Assessor to Sign a Contract with Pictometry International Corporation for Othogonal and Oblique Imagining. Voting Nay: Trustee Brown Disposition: Resolution No. T-2020-10-019R carries by roll call vote with 4 Ayes, 1 Nays. Resolution No. T-2020-10-020R: A Resolution Authorizing the Supervisor to Sign an Agreement with NJS Enterprises for Case Management Software. Supervisor Chynoweth gave an overview of what the software would provide for the operations of the Township. Following a brief discussion, Trustee Roberts moved and Trustee Miller seconded to approve Resolution No. T-2020-10-020R: A Resolution Authorizing the Supervisor to Sign an Agreement with NJS Enterprises for Case Management Software. Voting Aye: Trustee Wu, Trustee Brown, Trustee Roberts, Trustee Colbrook, Trustee Miller. Voting Nay: None Disposition: Resolution No. T-2020-10-020R carries by roll call vote with 5 Ayes, 0 Nays. Resolution No. T-2020-19-012R: A Resolution Setting Compensation of Cunningham Township Officials for the Four-Year Term Beginning May 15, 2021 (Cunningham Township Supervisor, Cunningham Township Clerk and Cunningham Township Board), and Beginning January 01-2022 (Cunningham Township Assessor). A brief discussion ensued, Trustee Miller suggested that this resolution be held to allow for the two Trustees that are missing from tonight’s meeting have a chance to weigh in on this dialogue. Following more discussion Chair Marlin suggested that when the resolution comes back before the Board that the salaries for the Supervisor and the Assessor should be equal and should show the prorated amount for the Supervisor in order to bring that salary up. Trustee Miller requested to send Resolution No. T-2020-19-012R to the next meeting of the Town Board on November 9, 2020. The Board unanimously agreed.
