Vine Street, Urbana, IL, 61801 The Cunningham Township Board met in regular session Monday, April 11, 2022 at 6 p.m. in the Urbana City Council Chambers. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Diane Wolfe Marlin Township Clerk: None Trustees: Maryalice Wu, Chris Evans, Shirese Hursey, Jaya Kolisetty, Chaundra Bishop, Grace Wilken, Supervisor: Danielle Chynoweth Assessor: Wayne Williams* *Denotes present via phone ELECTED OFFICIALS ABSENT: Township Clerk Phyllis Clark, Trustee James Quisenberry OTHERS PRESENT: Bourema Ouedraogo, Darcy Sandefur, I. ROLL CALL With a quorum present, Chair Marlin called the meeting of the Cunningham Township Board to order at 6 p.m. II. APPROVAL OF MINUTES March 14, 2022 regular meeting Motion by Trustee Bishop to approve and seconded by Trustee Kolisetty. Vote by roll call: AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken NAY: None III. ADDITIONS TO THE AGENDA None. IV. PUBLIC INPUT None. V. COMMITTEE TO VERIFY BILLS a. Town Fund b. General Assistance Fund Presented by Supervisor Danielle Chynoweth. Supervisor detailed expenses of $98,596 .85 from the Town Fund, $142,479.02 in the General Assistance Fund, and a combined total of $241,075.87 in expenditures. Questions and discussion ensued. Motion to approve by Trustee Wu and seconded by Trustee Bishop. Vote by roll call: AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken, NAY: None c. Updated Bills from Previous Meeting Supervisor Chynoweth explained that the bills approved last month were correct in amounts and in totals but the detail summary was missing new line items. New reports have been created and are before the Town Board for formal review and require approval. Motion to approve updated bill for February 5th through March 4th by Trustee Wu and seconded by Trustee Kolisetty. Vote by roll call: AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken NAY: None VI. REPORTS OF OFFICERS Supervisor Chynoweth provided a supervisors memo and the third quarter financial report. Chynoweth provided programmatic updates and detailed the statistics for services rendered month to date including client demographics for each of the programs. Announced the upcoming seasonal closure of the Homeless Shelter and shared the efforts on the part of township and community partners to bridge the gap in housing. Shared the state legislation that could lesson discrimination based on sources of income for prospective tenants. Questions and discussion ensued. No report from the Assessor’s Office. VII. UNFINISHED BUSINESS None. VIII. NEW BUSINESS a. Resolution T-2022-04-008R: A Resolution Authorizing the Supervisor to Sign a Worksite Agreement with Salt and Light for the Education and Employment Program Presented by Supervisor Chynoweth. This agreement will allow the Supervisor to continue to contract with Salt and Light for Workforce and Educational development as part of the General Assistance program requirements. Questions and discussion ensued. Motion to approve by Trustee Hursey and seconded by Trustee Kolisetty. Voice vote: AYE: Wu, Evans, Hursey, Bishop, Wilken, Kolisetty NAY: None b. Resolution T-2022-04-009R: A Resolution Authorizing the Supervisor to Sign Busey's Treasury Management Master Agreement Presented by Supervisor Chynoweth. This agreement allows for the Township to receive fraud protection from Busey bank. There will be no additional fees or charges for this service. This will ensure that prior to checks being cashed over a certain dollar amount will require an additional approval from the office. Questions and discussion ensued. Resolution T-2022-04-010R: A Resolution Authorizing the Supervisor to Sign an Addendum to the Intergovernmental Agreement Between Cunningham Township Supervisor's Office and Board of Education of Urbana School District No. 116 Presented by Supervisor Chynoweth. This agreement allows for the creation of a new program where a housing case manager from Township will be available in the Urbana schools every day available to answer housing questions and concerns. Case manager will be employed by Township but the school district will provide compensation to Township for this service. Questions and discussion ensued. Motion to approve by Trustee Wu and seconded by Trustee Bishop. Vote by roll call: AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken NAY: None  d. Resolution T-2022-04-011R: Resolution Authorizing the Township Assessor to Sign an Agreement Between the Cunningham Township Assessor’s Office and CoStar Group Presented by Assessor Williams. Due to a miscommunication this item was not included in Town Board packets, item moved to next month’s agenda. Supervisor Chynoweth asked if questions had been adequately addressed regarding the third quarter financial report. IX.
