Chair Marlin was physically present in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. PUBLIC PARTICIPATION Sarah Nixon expressed difficulty hearing Mayor Marlin. Expressed concerns about the bareness of the agenda for the public hearing and felt that it made it difficult for the public to comment. Hopes to see government spending to address family violence. 3.
