SPECIAL JOINT MEETING MINUTES

The Cunningham Township Board and the City Council of the City of Urbana, Illinois, met virtually
via Zoom in special session August 24, 2020 at 6:30pm.
ELECTED OFFICIALS PHYSICALLY PRESENT: Diane Wolfe Marlin (Mayor/Chair), Phyllis
D. Clark (Town Clerk/City Clerk)

I. CALL TO ORDER AND ROLL CALL
There being a quorum present, Mayor Marlin called the special meeting of the Urbana City
Council/Cunningham Township Board to order at 6:33 p.m.
II. *PUBLIC INPUT
There was none.
III. NEW BUSINESS
a. Discussion: consolidated Social Service Funding for FY 2020-21
Community Development Grants Management Specialist Alyssa Jaje presented the funding
recommendations for the Consolidated Social Service Fund for FY 2020-2021. She said the
Township and City have done this funding jointly since 1996. It serves nonprofit agencies
that work with Urbana residents and give those agencies grants as reimbursements. She said
funds for the program had previously been set aside and approved by Council and Town
Board.
Ms. Jaje explained that funding recommendations were delayed due to the pandemic, giving
agencies the opportunity to update their programs, and four of the 31 agencies sent updates.
As discussion ensued, Ms. Jaje and Grants Manager Sheila Dodd responded to questions and
concerns. Some agencies were denied funding because of incomplete applications. It was
suggested that some sort of denial notification should be sent to agencies explaining why an
application was denied, and extra time allowed to correct any errors.

Mayor Marlin said the agreements would be coming to council on September 14, 2020, and
if council members have questions they can contact Alyssa Jaje.
IV. ADJOURNMENT
With no further business to come before this joint meeting, Mayor Marlin adjourned the
meeting at 6:58pm.

Public input will be taken in the following ways:
Zoom Webinar participant

be called on by the meeting host. You must state your first and last name for the meeting
record. Participants will be muted except when they are called on to speak; video will remain

record, with personal identifying information redacted. Copies of emails will be posted after
the meeting minutes have been approved. We cannot guarantee that all emails will be read
aloud, due to variation in the volume of mail and time available.
