APPROVED June 5, 2017 City of Urbana, Illinois Minutes of the Urbana Tree Commission Meeting Public Works Engineering Conference Room 706 S. Glover Ave. Urbana, IL 61802 Monday, March 27, 2017 1:30 p.m. Members Present: Carol Augspurger (Chair), Stewart Berlocher, Jackson Bird, Darin Eastburn, Michael Stevenson (Vice Chair) Members Absent: Derek Liebert Staff Present: Michael Brunk (City of Urbana Arborist) Others Present: None Call to Order The meeting was called to order at 1:30 p.m. Roll call was taken. Approval of Meeting Minutes Michael Stevenson moved to approve the agenda for the December 7, 2016 meeting. Darin Eastburn seconded the motion. The motion was approved by a voice vote. Public Input There was no public input. Former Business Brunk updated the commission on the status of two legacy tree nominations located at 1904 E. Main Street. Brunk stated that the City Council approved the recommended change to the tree condition requirement of the Legacy Tree Ordinance which in turn changed the pending status of the nominated hackberry tree to Legacy status. Brunk stated that highly recognized bur oak nominated by the Friends Meeting at 1904 E. Main Street was co-owned with neighbors at 1908 E. Main Street, and that they had not gotten back to Brunk on the nomination approval. New Business a. Revisions to Arboricultural Specifications and Standards Manual  APPROVED June 5, 2017 The Commission reviewed the revisions on the Arboricultural Specifications and Standards Manual. Brunk stated that links to listed websites have been updated and a note that tree species cannot exceed 6% of the total tree population within a city block had been added to the tree lists. Brunk stated that the note will facilitate a new ordinance that will require developers to plant trees in new subdivisions as per the City’s arbor specifications. Brunk presented another change that provided a three to six inch distance from excavation for pre-construction root pruning. Mr. Stevenson asked that language be included that states website links may be updated as needed. Eastburn moved to approve the Revised Arboricultural Specifications and Standards Manual to City Council. Stewart seconded, and the motion carried unanimously in favor by a voice vote. b. Tree Commission Bylaws and Rules of Procedure Brunk presented the final draft of the Tree Commission Bylaws and Rules of Procedure. Stevenson moved to approve the Tree Commission Bylaws and Rules of Procedure. Bird seconded, and the motion carried unanimously in favor by a voice vote.
