Tree Advisory Commission Meeting

APPROVED 12/07/2022 TREE COMMISSION MEETING DATE: Wednesday, March 2, 2022 TIME: 1 :30 P.M. PLACE: Urbana Public Works Department, 706 Glover Avenue, Urbana, IL and via Zoom MINUTES Members Present: Carol Augspurger (Chair), Stewart Berlocher, Jackson Bird, Alex Julius, Michael Stevenson (Vice-Chair) Staff Present: Kevin Sanderson Members Absent: Bridget McGill Others Present: None Call to Order The meeting was called to order at 1:32 p.m., a roll was called and a quorum was present. Approval of the December 2, 2022 Meeting Chair Augspurger requested edits be made to item C. Delete “Commission Member” at the end of item; Unfinished Business to be reworded to clarify; Minutes date to reflect December 1, 2021, not March 4, 2020. Commission Member Stevenson moved to accept edits as stated. Commission Member Berlocher seconded the motion. Roll was called, Commission unanimously approved. The motion passed Commission Member Bird moved to accept the edited minutes as discussed. Commission Member Stevenson seconded the motion. Roll was called, Commission unanimously approved. The motion passed. Public Input There was no public input. However, Kevin Sanderson requested to add Arbor Day 2022 as item E under New Business on the Agenda. New Business a. Email or Phone Contact Information for IT IT Director, Sanford Hess, came on to explain to commission the need for issuance of City email accounts for Tree Commission correspondence, as well as multi-factor authentication. Discussion ensued.  APPROVED 12/07/2022 TREE COMMISSION MEETING b. Spring 2022 Replacement, Donation Species and Address List Kevin Sanderson provided the Commission with the Spring 2022 Replacement, Donation Species and Address list. The City Arborist is keeping with the Native Tree guidelines in the purchase of these trees. Non-native tree approved due to Site/Location restrictions. Discussion on the process ensued. c. City Arborist Plan Review tasks for Community Development Kevin Sanderson provided the Commission with Plan Reviews. Commission Member Bird opened discussion on City Arborist’s role in Engineering plans. Kevin Sanderson to work with Community Development to update Ordinance regarding Trees to be planted by developers. Commission pointed out invasive species that should be removed from the list. Commission members to review Zoning Ordinance and Right of Way Standards. d. Tree Commission Seat Vacancy Due to Marshall Bellville’s resignation from the Commission, there is currently a Seat Vacant. Kevin Sanderson has one applicant, and Chair Augspurger forwarded two applications to Kevin Sanderson. Commission members discussed Social Media postings. e. Callery Pear Tree Removal Kevin Sanderson shared an article from the Illinois Department of Natural Resources about the prevalence of the Callery Pear trees. Discussion ensued on possible removal plans. Unfinished Business Commission Member Bird wanted to include anchor root damage to trees during sidewalk construction projects in the March 2, 2022 minutes. Adjournment Vice-Chair Stevenson moved to adjourn the meeting. Commission Member Bird seconded the motion. Roll was called, the Commission unanimously approved. The motion passed and the meeting was adjourned. The next meeting of the Urbana Tree Commission will be held on Wednesday, September 7, 2022 at 1:30 p.m. at the Urbana Public Works Department, 706 South Glover Avenue, Urbana, Illinois, 61802 or via Zoom depending on existing protocols at that time.
