Commissioner Lukeman has informed the Commission that he is resigning his position with the University effective mid-May 2016 and therefore also his membership on the Commission. At the request of the City of Urbana, the Commission has taken over the role of clerk and Commissioners are rotating responsibility for producing minutes. Urbana and Mr. Schumacher continue to reproduce meeting packets. The City Staff Liaisons continue to maintain and post items to the respective City Web Sites on behalf of the Commission. UPTV staff worked with a group of students to broadcast UHS football, boys and girls soccer, boys and girls basketball and baseball games. These games are streamed live and broadcast later on UPTV. The students operate the cameras and provide commentary. We participated in a month-long after school program to teach area youth camera and video editing skills. This was in conjunction with the Urbana Park District’s SPLASH program at Urbana Middle School. The students produced Public Service Announcements for an anti-drug campaign. Staff also participated in an after school enrichment program for K-2 students at Yankee Ridge Elementary. UPTV continued its work with the C-U One to One Mentoring program, and again produced the videos used as part of their annual Awards Banquet. Governmental and Community Programs UPTV staff continues to produce a monthly program Art Now, in collaboration with the Public Arts Commission, featuring in-depth interviews and presentations by local artists, and a monthly short feature on the Artist of the Corridor. We continue to produce the weekly module The Market Menu, previewing Urbana’s Market at the Square for each upcoming Saturday. UPTV films the Annual Rev. Dr. Martin Luther King Jr. County wide Celebration, have continued a series of short features in conjunction with the Urbana Business Association, Around Town with the UBA, a series of PD informational programs, Cop’s Corner, the preparation of a series of modules celebrating Urbana’s 100 Most Important Buildings, and were instrumental in assisting in the recording of this year’s Champaign County Freedom Celebration 4th of July Parade, and last year’s Sweetcorn Festival. Numerous other short features and spots promoting aspects of City of Urbana services and the services and events of local non-profits were also produced throughout the year. The high school students also produced a video of the 2014 commencement ceremony and were selected by the National Federation of High Schools to produce two of the boys’ basketball sectional tournament games at Illinois State University. UPTV received a grant to place an area youth in the workplace late last summer. Ellis Woodland was hired through this grant and produced a number of programs last July and August including coverage of the 2013 Urbana Sweetcorn Festival. Governmental and Community Programs UPTV staff introduced the new monthly half-hour program It’s All About U showcasing various events, activities, departments and staff from the City of Urbana. UPTV staff continues to produce a monthly program Art Now, in collaboration with the Public Arts Commission, featuring in-depth interviews and presentations by local artist. We continue to produce the weekly module The Market Menu, previewing Urbana’s Market at the Square for each upcoming Saturday. UPTV films the Annual Rev. Local Public Access Programming A number of new local public access series debuted in the course of the year, and volunteers/members also recorded a number of special, one-time-only programs, meetings, speeches, seminars and musical events, documenting our day-to-day life in Urbana. Awards UPTV was recognized regionally and nationally for excellence in production and outreach. The Midwestern branch of the Alliance for Community Media gave merit awards to the station’s website and Facebook page, and all three programs submitted won awards in their category, with Ray Morales’s Chicago City Youth piece also taking Best of Show. UPTV Production Coordinator Jason Liggett was invited to give a presentation at the ACM regional conference on the “care and feeding” of volunteers. The station has also just won two awards in the ACM National Video Competition, one for Ray’s piece, and one for the station’s collaboration with community radio station WEFT in producing WEFT Sessions. UPTV provided footage of the Sweetcorn Festival to NBC’s nationally-broadcast program Today. UPTV continues to collaborate with CGTV in coverage of the Annual Rev. Dr. Martin Luther King Jr. County wide Celebration and the CU International Humanitarian Awards. Numerous other short features and spots promoting aspects of City of Urbana services and the services and events of local non-profits were also produced throughout the year. UPTV also added 18 hours a week of live national and international news and news-talk programs courtesy of the Free Speech Network. This work was previously done by two part-time Interns, but City management recognized the value of hiring an experienced, full-time professional to manage this valuable City resource. Janet Ahern joined the City in September 2013 and has done an outstanding job operating the channel and creating new and creative videos for our viewers. Welcome Janet! CGTV Plans HDTV Upgrade During the second half of the fiscal year, CGTV staff started planning to upgrade CGTV’s equipment to high-definition (HD). This included the purchase of a new HDTV field camera and the release of a Request for Proposals to upgrade the Council Chambers, control room, and playback system. The project is in the final planning stages and is scheduled to be completed by mid-September. CGTV’s meetings, productions and live stream will all be available in HD, but Comcast and U-verse have thus far declined the City’s request to carry CGTV in HD. CGTV Receives Two National Awards CGTV recently received two national awards in the 2013 Government Programming Awards competition sponsored by the National Association of Telecommunications Officers and Advisors (NATOA). The video Champaign: So Much to Do, So Much to Love earned an Honorable Mention (top 5) award in the Event/Program Promotion (station budget under $300,000) category. CGTV Online also earned an Honorable Mention (top 5) award in the Government Access Station Website category. These awards represent the 9th and 10th national awards the City has received for CGTV programming and services CGTV Online Fulfills a Need CGTV Online continues to give viewers around the world open and complete access to CGTV programming. This includes a 24x7 live stream of CGTV, and on-demand access to nearly 600 City meetings and other videos. During the last fiscal year, CGTV Online had more than 8700 hits, a 16% increase from the previous year. The upgrade included all new high-definition A/V equipment in the Council Chambers, control room, and playback system. All CGTV meetings and productions are now in HD. CGTV’s on-demand and live web stream are available in HD. CGTV is still carried in standard definition on Comcast & U-Verse, as both providers declined the City’s request to carry CGTV in HD. While the HD equipment was being installed, CGTV staff was busy re-creating opening and closing graphics, lowerthird graphics; new promos; and new templates for the bulletin board pages. Staff was also busy converting our library of old standard definition videos to HD for playback compatibility. The station has worked with WILL-TV to test different options for continuous video streaming, including internal hosting of the video, and using commercial services, like YouTube, to host the stream. One interesting function of YouTube allows journalism students to interact with the public in real-time as they watch a UI-7 News program live online. The station can always be viewed from the address go.illinois.edu/ui7 This will always redirect to the current video host. UI-7 Outreach UI-7 continues to operate from the Office of Public Affairs at the University of Illinois, where it makes for a great repository, wider outreach, and “second life” for many video pieces that are purposed for the web. The UI-7 office continues to serve as a production resource on campus, giving advice and recommendations to students, faculty, and university units that are interested in producing video.
