City of Utica Board of Estimate & Apportionment – Regular Meeting December 5th, 2022 The meeting is called to order at 9:29 a.m. Present: Robert M. Palmieri, Mayor; William Morehouse, Comptroller; Celeste Friend, 3rd District Councilmember; Michael Galime, Common Council President; David Short, Department of Public Works Commissioner Heather Mowat, Budget Director Also Present: Melissa Sciortino, City Clerk; Andrew Castilla, Deputy City Clerk Zach Oren, First Assistant Corporation Counsel RESOLUTION TO AUTHORIZE SUPPLEMENTAL APPROPRIATION, $25,216 TO INSURANCE RECOVERIES – POLICE, $25,216 TO POLICE ADMINISTRATION – AUTO EQUIPMENT. TO ACCOUNT FOR INSURANCE REIMBURSEMENT THAT EXCEEDED THE BUDGET FOR TOTALED POLICE CAR A motion is made by Galime The motion is seconded by Mayor Palmieri Ayes: Galime, Palmieri, Short, Friend, Morehouse – 5 Nays: 0 All in Favor – Adopted. A motion to enter Executive Session to discuss pending litigation made by Councilmember Friend The motion is seconded by Galime A motion to end Executive Session made by Councilmember Friend The motion is seconded by Morehouse A motion is made by Galime to reconsider the vote for Amending the Table of Organization of the 2022-2023 City of Utica budget in the Department of Parks, adding Deputy Parks Commissioner from December 5, 2022 to April 30, 2023, to discuss the possible implications of the position conflicting with Union title work After discussion, Mayor Palmieri and Commissioner Short stated that there was no such conflict.
