City of Utica Board of Estimate & Apportionment – Regular Meeting September 11, 2023 The meeting is called to order at 9:28 a.m. Present: Robert M. Palmieri, Mayor; Celeste Friend, 3rd District Councilmember; Michael Galime, Common Council President; David Short, Department of Public Works Commissioner William Morehouse, Comptroller Also Present: Melissa Sciortino, City Clerk; Andrew Castilla, Deputy City Clerk; Zach Oren, Assistant Corporation Counsel A motion to enter into Executive Session to discuss Khiemdavanh v. the City of Utica made by Councilmember Friend The motion is seconded by Morehouse A motion to end Executive Session made by Councilmember Friend The motion is seconded by Short RESOLUTION TO AMEND THE TABLE OF ORGANIZATION IN THE OFFICE OF COMMUNITY DEVELOPMENT. ADD 1 PART-TIME PRINCIPAL PLANNER AT $38.26 PER HOUR, FROM SEPTEMBER 14, 2023 TO DECEMBER 31, 2023. TO PROVIDE TRANSITIONAL ASSISTANCE AS THE PRINCIPAL PLANNER IS RESIGNING FROM HIS POSITION AS OF SEPTEMBER 13, 2023. HIS SERVICES WILL BE PROVIDED UNTIL SUCH SERVICES ARE NO LONGER NEEDED A motion is made by Councilmember Friend The motion is seconded by Morehouse Ayes: Friend, Morehouse, Galime, Short, Palmieri - 5 Nays: 0 All in Favor – Adopted.
