TRANSFER OF FUNDS 2020-2021 FISCAL YEAR
RE: POLICE ADMIN (FIREARMS)
WHEREAS, Local Law No. 2 of 2007 requires, among other things, that each transfer and appropriation
from one account exceeding $15,000.00 within a budgetary year shall be set forth specifically in an ordinance and
shall not become effective unless said appropriation and transfer is approved by a majority of all Councilmembers,
and
WHEREAS, the Board of Estimate and Apportionment did approve the particular transfer hereinafter more
particularly described on March 22, 2021.
NOW, THEREFORE, BE IT ORDAINED, that the City Comptroller is hereby authorized and directed
to make the following transfer of funds:

CAR-FREE SUNDAYS FOR ROSCOE CONKLING PARK
WHEREAS, the City of Utica is fortunate to be the caretaker of one of the finest park systems in New
York State and nowhere is this more evident than in Roscoe Conkling Park, home to the Utica Zoo, the Eagle, the
Valley View Golf Course, the South Woods and Switchbacks, and more, and
WHEREAS, Roscoe Conkling Park is surrounded by some of Utica’s most densely populated residential
neighborhoods, and yet provides no access for pedestrians, cyclists, joggers, etc. except by way of roads that are also
used by automobiles, and
WHEREAS, quality of life for the residents of Utica can be improved by creating safe access to parks,
natural surroundings, and places to walk, bike, jog, play with their children, etc. and this quality of life could be
improved by instituting a “Car Free Sunday” in Roscoe Conkling Park,
THEREFORE, BE IT ORDAINED, that the roads leading into Roscoe Conkling Park, namely Master
Garden Road and Steele Hill Road, shall be OPEN to vehicular traffic from 8am until 9pm from Monday through
Saturday beginning on April 1st and ending on October 31st of each year. At all other times, these roads shall remain
closed to automobiles.
BE IT FURTHER ORDAINED, that the above does not include the use of authorized golf carts, DPW
and Parks Department vehicles necessary for the maintenance of Roscoe Conkling Park, and any police, fire,
ambulances, or other emergency vehicles.
