Felton Sr., who was a pillar in the community and pastored in the City for nearly 58 years, and WHEREAS, General Elder Charles Felton, Sr. was a tremendous leader, father, husband, and Utican who made important contributions to the City of Utica through his work as Pastor of the Historic House of God Church – Keith Dominion on Genesee St, and WHEREAS, Charles Henry Felton Sr. was born February 10, 1941, in Montezuma, Georgia, the son of Henry and Nameless Felton, and soon after, the family moved to Utica, NY where he became a member of the House of God Church on Seneca Street, and began his ministry shortly after, at the age of 19 years old, and WHEREAS, Charles planted his feet in The House of God Church and served in ministry for over five decades; 58 Years as a Cleric, 32 Years as a Pastor, 10 years in Church Leadership as Presiding Elder and 7 Years as General Elder, and historically; Charles became the leading inspiration for creating the first Ministers Council for the City of Utica (The Utica-Rome Historical Black Ministerial Alliance), and WHEREAS, Charles was not only a religious leader but lived a vibrant and upstanding life in and outside the church community. He became a Member of the Screaming Eagles Marching Band for 5 years and enlisted in the United State Army in 1963. He was the only survivor in his platoon after the Berlin war. Shortly after, he got married on December 11, 1965, to Pearl Elaine Felton. The couple enjoyed 52 years of marriage and are now reunited in love, and WHEREAS, Charles was an educated man who invested in his ministry and life. He attended Colgate College, and Moody Institute for Bible Courses. He also graduated from Mohawk Valley Community College specializing in Machines, NOW, THEREFORE, BE IT RESOLVED, that the City of Utica Common Council commemorates and honors the life and legacy of this leader (General Elder Charles H. Felton, Sr.), and places his name forever in the record of this city, we further join his family and the entire community in mourning this loss.
