City of Utica Common Council – Special Meeting February 16, 2022 The meeting is called to order at 7:10p.m. Melissa Sciortino, City Clerk; Present: Michael Galime, Common Council President; Katie Aiello, 1st District Councilmember; Robert Burmaster, 2nd District Councilmember; Celeste Friend, 3rd District Councilmember; Frank Meola, 4th District Councilmember; Delvin Moody; 5th District Councilmember; Joseph Betrus, Jr., 6th District Councilmember; Mark Williamson, Councilmember at Large; Samantha Colosimo-Testa, Councilmember at Large; Frank DiBrango, Councilmember at Large Absent: None. RES.2 A MEMORALIZING PETITION URGING THE GOVERNOR AND STATE LEGISLATURE TO ABANDON THE PROPOSAL FROM THE STATE OF THE STATE ADDRESS TO REUNIFY SUNY POLYTECHNIC INSTITUTE’S COLLEGE OF NANOSCALE SCIENCE AND ENGINEERING WITH THE UNIVERSITY OF ALBANY A motion to amend “State” to be capitalized by Councilmember Colosimo-Testa The motion seconded by Councilmember Meola Ayes: Aiello, Burmaster, Friend, Meola, Moody, Betrus, Williamson, Colosimo-Testa, DiBrango – 9 Nays: 0 Adopted. A motion to place in Committee PRO. ORD. 3 ORDINANCE ESTABLISHING VACANT BUILDING REGISTRY made by Councilmember Friend The motion seconded by Councilmember Meola None opposed: Placed into Committee A motion to move PRO. RES. 4 Congenital Heart Defect Awareness Week The motion is seconded by Councilmember Williamson Ayes: Aiello, Burmaster, Friend, Meola, Moody, Betrus, Williamson, Colosimo-Testa, DiBrango – 9 Nays: 0 Adopted. President Galime made a procedural note that Proposed Res. 1 Censure Resolution for Councilmember Moody was reviewed in pre-meeting conference but not introduced so that will cease to exist. A motion to introduce Introductory Local Law # 2 authorizing the “Use of the Best Value Procurement Standard” and to read “Certificate of Necessity” was made by Councilmember Meola President Galime read into the record the Certificate of Necessity and the Introductory Local Law #2 The motion is seconded by Councilmember Williamson Ayes: Aiello, Burmaster, Friend, Meola, Moody, Betrus, Williamson, Colosimo-Testa, DiBrango – 9 Nays: 0 Adopted.
