When they arrived, they found a group of young people already there and noticed a girl struggling in the water; and WHEREAS, while others watched, the two young men decided to help. They jumped in the water, pulled the girl to safety and called 911. Hughes’ contributions to public education and the modernization of Utica made his name a fitting and lasting symbol for a school dedicated to learning, service, and community progress; and WHEREAS, the strength and longevity of John F. Hughes Elementary School are due to the dedication of its administrators, teachers, staff, students, parents, alumni, and community supporters; and WHEREAS, the Utica Common Council is proud to recognize this important milestone and to honor the enduring role John F. Hughes Elementary School has played in educating generations of Uticans; now, therefore, be it PROCLAIMED, that the City of Utica Common Council hereby recognizes and celebrates the 100th anniversary of John F.
