CITY COUNCIL CHAMBERS UVALDE, TEXAS MINUTES Members present: William Kessler Jr. - Chairman Craig Garnett Don McLaughlin, Jr. Bob Price Charlie Waller Agenda Item No. 1 – Call meeting to order William Kessler Jr. called meeting to order at 4:00 p.m. Agenda Item No. 2 – Approval of Minutes 2A. Motion to approve the minutes of the May 13, 2021 Airport Advisory Board meeting made by board member Charlie Waller. Motion seconded by board member Craig Garnett. Motion carried 4-0. Agenda Item No. 3 – Financial Report Joe A. Cardenas, Assistant City Manager provided board members with the financial report. Agenda Item No. 4 – New Business 4A. Consider a request from Mark Huffstutler to expand the ramp / parking area between the Hangar 6 Café and terminal building. Joe A. Cardenas, Assistant City Manager explained to Airport Advisory Board that this is a request from Mark Huffstutler, to expand the ramp/parking area between Hangar 6 Café and terminal building. Mr. Cardenas stated that he spoke with Mark Huffstutler about three weeks ago on this matter. Mr. Huffsutler explained that he would like to expand the asphalt area in front of Hangar 6. Right in front of Hangar 6 there is a rod iron fence, just past the courtyard area, they would like to fill out the area across from there. An image of the tentative plans was provided to the Airport Advisory Board. Mr. Cardenas stated that no cost details have been discussed, however Mr. Huffstutler has obtained an estimate from Faglie Construction for $29,000.00. From the conversations he has had with Mr. Espinoza, they would like for the city to pay for that expansion. Mr. Cardenas stated that before he would agree on that, he would like to make repairs to Airport Blvd. He would like to fix drainage issues and then repair the street. That is his goal for this fiscal year. If he visits with TxDOT Aviation, their priority would be to repair Airport Blvd. Mark Espinoza addressed the Airport Advisory Board, he is asking for the City of Uvalde to assist with the paving project. William Kessler, Board Chair asked how much would Hangar 6 be willing to contribute to the project? Mr. Espinoza stated that they are willing to do whatever they have to, however they are a Page 3 of 19  small business, and this is a very expensive project. Mr. Kessler asked how far along they are on the lease. Mr. Cardenas stated that there are approximately 10-12 years left on their 20 year lease. Mr. Cardenas is asking for the boards permission to proceed with negotiations on the project. Board agreed to allow Mr. Cardenas to continue to work on negotiations. 4B. Consider the renewal of the Aviation Museum lease and the possibility of relocating the Aviation Museum and displays to the former Gensco hangar location. Joe A. Cardenas, Assistant City Manager explained to board members that the lease for the Aviation Museum is expired and has been for a few years. Also, the board, headed by LeeRoy Walther, for the Aviation Museum has dismantled. At this moment, they are not working as an Aviation Museum. Mr. Walther and Conrad Huffstutler attended the Finance Committee meetings and Mr. Walther mentioned that he would like to pass the board to a younger generation. Mr. Cardenas would like to revisit the Aviation Museum, what they are doing and look at the hangar and hangar needs. There is a business, Moses Aviation, right across the street that could use the hangar space. Mr. Cardenas suggests possibly relocating the Aviation Museum in the old Gensco Hangar and moving Moses Aviation to the Aviation Museum. The Aviation Museum and the old Gensco Hangar will need to be renovated. Board Member Bob Price mentioned that the Airport Master Plan calls for the removal of the Aviation Museum. Mr. Cardenas stated that those are all options, that can happen. Mayor Don McLaughlin, Jr. stated he would like to keep the Aviation Museum hangar and have Moses Aviation moved there. This will allow Moses Aviation to grow as a business. Mayor McLaughlin, Jr. would also like to see more hangars built at the airport. Mr. Cardenas brought this item before the board to keep them in the loop. He will continue to work on negotiations and keep board informed. William Kessler, Board Chair stated that the board is willing to provide input and assist in any way. Agenda Item No. 5 – Old Business. 5A. Correspondence from the FAA regarding the status/removal of the Non- Directional Beacon system. Joe A. Cardenas, Assistant City Manager provided the board with a copy of the final correspondence received from FAA. Non-Directional Beacon system approved and decommissioned, so it no longer exists. Easement remains. Agenda Item No. 6 – Report 6A. Report by Joe A. Cardenas regarding:  On the new funding level of the proposed apron expansion serving the terminal building area. An increase of over $500K.  Report on TXDOT Aviation Division funding announcement for Airport Improvement that include Garner Field at a $630,594 level.  Joe A. Cardenas, Assistant City Manager stated that he recently received an email that on September 29, 2021 there will be a pre-construction conference between city staff, engineers, as well as contractor. Contractor stated that the work is scheduled to take around 120 days, but they can complete it in 90 days. Page 4 of 19   Did receive funding of $630,000 for pavement rehab. Several projects submitted, and this is the project that was selected. It is budgeted and was awarded for the FY 22 year. Agenda Item No. 7 – Other Airport Related Business 7A. Other items desired by board members.  William Kessler, Board Chair, discussed an article he read in the “Wings” magazine. Article discussed the economic impact of Airports, and asked Mr. Cardenas about the economic impact of the airport on our city. Mr. Cardenas stated there is some data and he would provide it to Mr. Kessler on a later date. Agenda Item No. 8 –Adjournment 8A. Motion to adjourn made by Craig Garnett.
