Consider and act on the approval of the Airport Advisory Board meeting minutes of the July 13, 2023 meeting. Motion to approve the minutes of the July 13, 2023 Airport Advisory Board meeting made by Board Member Don McLaughlin, Jr. Motion seconded by Board Member Charlie Waller. Motion carried 5-0. 3 FINANCIAL REPORT 3A. Financial Report by Joe A. Cardenas. Joe A. Cardenas, Assistant City Manager reviewed the Financial Report with the board members present. Mr. Cardenas stated that the Fiscal Year runs from October 1 through September 30. The revenue proposed for this year is $394,933, and expenses are projected at $372,783 with a surplus of $22,150. We have received $27,847.08 in revenue, and expenditures of $516,273.99, the big one is the $515,460, which is the 10% for the asphalt rehab project. The balance sheet reflects $956,239. Motion to approve agenda item 3A, financial report made by Board Member Craig Garnett. Motion seconded by Board Member Don McLaughlin, Jr. Motion carried 5-0. Page Page41ofof28 3 4 NEW BUSINESS 4A. Consider and act on request from Archie McFadin to add another 50 feet to his existing hangar and modify the extended apron (striping) in order to accomodate the Air Evac EMS team at Garner Field. Joe A. Cardenas, Assistant City Manager explained to the Airport Advisory Board that this is a request from Archie McFadin. Air Evac EMS has contacted Mr. McFadin regarding a housing request. To accommodate Air Evac, he would need to add to his hangar. He currently has 2 planes housed at his hangar, and if allowed to expand, he would have his 2 planes on one side and Air Evac on the other. Motion to approve item 4A, the concept of Mr. McFadin's plans, made by Board Member Don McLaughlin, Jr. Motion seconded by Board Member Craig Garnett. Motion carried 5-0. 4B. Consider and act on the removal of brush (over grown area) between the firemen's practice field and gun range in an effort mitigate the deer seeking shelter at Garner Field. Joe A. Cardenas, Assistant City Manager explained to Board Members that there have been a large number of deer that have entered the airport property. They enter the Airport via the gate entrances. Mr. Cardenas is proposing 2 options. One is to close the gates and control the entrance to the airport. The second is to clear the area out and flush out the deer. Mr. Cardenas has spoken to 2 different contractors for assistance in clearing the area. Motion to approve agenda item 4B and proceed with both options made by Board Member Jared Reading. Motion seconded by Board Member Charlie Waller. Motion carried 5-0. 5 OLD BUSINESS 5A. 2023 CIP pavement rehab at Garner Field estimated at $5M and effective changes to the 2023-24 ramp program. Joe A. Cardenas, Assistant City Manager reported that we have paid our share for the asphalt rehab project. The contractor is aware that the project should be completed before July 2024, due to Glider Competition. 5B. Request from the Texas Department of Public Safety for hangar and office at Garner Field. Joe A. Cardenas, Assistant City Manager explained that DPS is still interested in coming to Uvalde. Mr. Cardenas stated that the location we are looking to house them is the Junior College Hangar. There is less than a year remaining on that lease. Jared Reading, Board Member stated there are other individuals interested in that hangar. Mr. Reading asked if there could be a bidding process or if this would automatically go to DPS because they serve Uvalde. Mr. Cardenas stated that it would be the latter. We would get other uses from them as well and therefore he believes it should go to DPS. 5C. The emergency operation center (EOC) tentative schedule to vacate Hangar 1. Joe A. Cardenas, Assistant City Manager explained that the Emergency Operation Center has relocated. There are a few items remaining. Page Page52ofof28 3 6 REPORT 6A. Archie is requesting permission to expand his hangar by another 50 feet, in order to accommodate Air EVAC (a second air ambulance) very similar to what he did with PHI. Our Airport Advisory Board has tentatively approved the expansion (concept), pending the details/termsof revised lease agreement. I will be providing you in a subsequent email a sketch by TXDOT Aviation, showing the proposed hangar location. If approved, Archie's plan is to house Air EVAC in the same area of the hangar that PHI once occupied and house his airplanes in the balance of the hangar including the area being expanded. We haven't gone over the terms of the new or revised lease, but unofficially, I would propose that we keep this within the current terms of the lease and add another $150 to $200 ground lease to the existing. Archie would in turn, cover the cost of construction and be responsible for the cost involved in moving the taxi lane. Your thoughts. The original 20-year lease began in November 1994 and subsequently the college built the hanger for the operation of a flight school. During the early 2000's the college approach City Council for approval to make modifications to the hangar for the operation of our Radiology program and other academic classrooms, permission was granted. The hangar was also home to our Wildlife Program until the summer of 2022 when our Aviation Maintenance Program was begun. Our plan is to complete our aviation airframe and powerplant (A&P) program. We are currently licensed by the FAA for the airframe portion on our Del Rio Campus (since 2015) and we planned to expand the Powerplant portion in Uvalde. This program will require an approximate $500,000 investment in equipment alone. We are requesting a 10-year lease with two 5-year options to extend. The college would like to expand the current hanger by approximately 8,400 square feet potentially 11,250 square feet. We are not opposed to include hangar space for a DPS helicopter with access to a dedicated office in the building. Proposed Location: Southwest of the Uvalde County Justice Center, near the Uvalde County Fairplex. Phasing: This proposal is to perform the work in two phases. Phase I includes feasibility studies, design, and permitting, while Phase II includes physical construction. The phasing will allow for greater ?exibility in design requirements while controlling ?nal construction costs and minimizing potential change orders.
