Notice is now given of the regular meeting of the Building and Standards Commission of the City of Uvalde,
Texas to be held Wednesday, January 14, 2026, at 6:00 p.m. in the City Council Chambers, 2nd floor of the
City Hall, 101 East Main Street, Uvalde, Texas for the following purpose:
I. Call Meeting to Order.

Case File 26-01 B&S
(1) Open a public hearing to discuss the dilapidated/substandard structures belonging to Maria Del Carmen
Jimenez and G & D Mills LLC. The property is located at 226 Nicolas Street, NCB 128, Baylor Addition,
Lot 2, Uvalde, TX. 78801, as described in Uvalde Municipal Code, Title 15, Building and Construction,
Chapter 15.76, Property Maintenance Code Adopted, Chapter 3, General Requirements, and the Texas
Constitution and Statues, Health and Safety Code, Chapter 342. Local Regulation of Sanitation, Uvalde
Municipal Code of the City of Uvalde, Texas. The structure has fallen into disrepair and must be either
replaced, remodeled, or demolished.
A. A brief report from the Building Official concerning this location.
B. Citizens’ comments.
C. Close public hearing.
D. Reconvene meeting for discussion and decision on the application.

I. CALL TO ORDER.
The Building and Standard regular meeting of August 13, 2025, was called to, order by Chairman Jesse Aguirre at
6:00 pm, in the Council Chambers, 2nd floor of the City Hall, 110 South Getty Street, Uvalde, Texas.
II. APPROVAL OF THE MINUTES.
Consider and act on the minutes of July 9, 2025, of the Building and Standard meeting. Gilberto Gonzalez
motioned to approve the minutes with Jon Anfinsen seconding the motion. Motion carried 6-0.
Citizens who want to come before the board will limit their presentation to three (3) minutes.

Open public hearing at 6:01 pm
Case File No. 25-05 B&S
(1). Open a public hearing to discuss the dilapidated/substandard structures belonging to Arturo Moreno. C/o
Valerie Moreno. The property is located at 522 South Camp Street, NCB 134, Heard Addition, Block L, Lot
23, Uvalde, TX. 78801, as described in Uvalde Municipal Code, Title 15, Building and Construction, Chapter
15.76, Property Maintenance Code Adopted, Chapter 3, General Requirements, and the Texas Constitution and
Statues, Health and Safety Code, Chapter 342. Local Regulation of Sanitation, Uvalde Municipal Code of the City
of Uvalde, Texas. To hear what the owner intends to do with the property.
B. Citizens’ comments.
Mrs. Dora Moreno, the mother of Arturo Moreno, was present to represent this case. She informed the board
members that her son will be quitting his weekend job in order to concentrate on remodeling and cleaning up the
lot. They are requesting more time for them to start on this project. Remodeling permit 20251108 was pulled by
Arturo Moreno on July 31, 2025

D. Reconvene meeting for discussion and decision on the application.
There was a discussion among the Board members, Jon Anfinsen motion to grant a 30-day extension, seconded
by Javier Magana. Motion carried 6-0

(2) Open a public hearing to discuss the dilapidated/substandard structures belonging to Leopoldo Alardin III Etux
Grizelda located at 405 Shook Street-NCB 230, Galloway Addition, Block 4, and Lot 1, in Uvalde, TX. 78801 as
described in Uvalde Municipal Code, Title 15, Building and Construction, Chapter 15.76, Property Maintenance
Code Adopted, Chapter 3, General Requirements, and the Texas Constitution and Statues, Health and Safety Code,
Chapter 342. Local Regulation of Sanitation, Uvalde Municipal Code of the City of Uvalde, Texas. The Building
Official will discuss the plan of action with the owners
B. Citizens’ comments.
No one was in attendance to represent this case. The building Official mentioned that in conversation with Mr.
Alardin, he plans to demolish the structure.
C. Close the public hearing at 6:07 pm
D. Reconvene meeting for discussion and decision on the application.
There is discussion between the board members, Jon Anfinsen made a motion to grant a 30-day extension to Mr.
Alardin, but progress must be made before the next Building and Standards meeting. Second, by Gilberto
Gonzalez, motion carried 6-0

VII. ADJOURNMENT
A motion to adjourn was made by Jon Anfinsen and seconded by Javier Magana. Motion carried 6-0. The meeting
adjourned at 6:09 p.m.

The owners of the property are Maria Del Carmen Jimenez who is deceased and G & D Mills LLC, at 226
Nicholas Street, Uvalde TX. 78801. The structure-built date is unknown, and has a living square footage
of 432, the lot size is 50 ft. X 105 ft. The house is in a Residential 3 district. Currently, property taxes are
$4437.71, and the last payment was received in 2019. City utilities have been closed since 2010, and a
balance of $6189.00 is owed to the city.
There are three structures in the same lot, this building is located on the north side of the main building,
and there is another building in the rear of this building that will be also razed.
You can see the second building in the rear.

All the pictures show where the roof has been leaking and in some areas. The electrical is the old
clothed, the plumbing is not up to code, nor is the electrical. Pieces of drywall were everywhere. Both
bathrooms and kitchen are not up to code. The ceiling drywall has fallen in several places.
