Page 2 of 5  MINUTES Planning and Zoning Committee Meeting 6:00 PM - Tuesday, February 4, 2020 City Hall Council Chambers The Planning and Zoning Committee of the City of Uvalde was called to order on Tuesday, February 4, 2020, at 6:00 PM, in the City Hall Council Chambers, with the following members present: COUNCIL Rosemberg Risa III, Gilbert Limones, Joe Suarez, Jimmie Raines, Lydia PRESENT: Moss, and Walter Tidwell COUNCIL Chair Lauren Nolasco Frietag, Mario Valdez, Matthew Visel, and ABSENT: Alternate Jose Saucedo STAFF Director of Planning & Development Susan Anderson PRESENT: 1. CALL MEETING TO ORDER Meeting was called to order at 6:07 pm by Lydia Moss in the absence of Matthew Visel. 1.A. Meeting was called to order by Lydia Moss. 2. APPROVAL OF MINUTES Consider and act on the approval of the Planning and Zoning minutes from the January 07, 2020 meeting. 2.A. Limones made a motion to approve the minutes Raines seconded the motion. Carried unanimously. 3. PUBLIC HEARING AND ZONING MATTERS Citizens who would like to come before the board are to limit their presentations to no more than three (3) minutes. 4. CASE FILE 5-20PZ Open a public hearing to consider and act on the request of Andy Gonzales, applicant, to change the zone from Residential 1 to Residential 4. Mr. Gonzales would like to build apartment homes on this property. The property is located at 371 White Lane, Abstract 0215 Survey 71 1.95, City of Uvalde, Uvalde County Texas. a.) Staff Report b.) Limones made a motion to approve the request. Risa III seconded the motion. Carried unanimously. 4.B. Staff Report and Public Hearing Susan Anderson explained that there was an existing mobile home park at this location when it was annexed into the City as R1. The park had at least seven dwellings including trailers and traditionally built homes. The property owner has recently cleaned up the property and removed the trailers. Three traditionally built homes remain. They would like to replace the trailers with houses. Because of the size and location of the parcel, a public street is not feasible at this time. They are requesting a rezone to R4 which would make the existing dwelling conforming and allow them to move in a few more. City services including water and trash would be available at the property line on White's Lane. Staff recommends approving this application. Public Hearing was opened at 6:10 pm. Criselda Flores, property owner, and Andy Gonzales, applicant explained that the houses would be positioned to have backyards and parking. No one else was present to provide comment. Public hearing closed at 6:13 pm. 5. ADJOURNMENT 5.A. Raines made a motion to adjourn Limones seconded the motion. Carried unanimously.
