The Regular meeting of the Planning and Zoning Commission of the City of Uvalde was called
to order on Tuesday May 4, 2021 at 6:00PM, in the City Hall Council Chambers, with the
following members present:

I. CALL MEETING TO ORDER
II. APPROVAL OF MINUTES
II.A. Consider and act on the approval of the April 6, 2021 Regular Planning and
Zoning Commission meeting minutes.
Motion to approve the minutes of the April 6, 2021 Regular Planning and Zoning
Commission meting made by Commissioner Jimmie Raines. Motion seconded by
Commissioner Lydia Moss. Motion carried 6-0.
III. PUBLIC HEARING AND ZONING MATTERS
Citizens who would like to come before the board are to limit their presentations to no
more than three (3) minutes.
IV. CASE FILE 8-21PZ
Open a public hearing to consider and act on the request of Arnulfo Reyes,
applicant, for a zone change from Residential 2 to Business 2. Mr. Reyes would

like to start a business at this location. The property is located at 640 N Grove
St, NCB 23, Merritt (Cummings) Subdivision, Block 2, Lot 18, City of Uvalde,
Uvalde County Texas.

Susan Anderson, Director of Planning and Development explained to commissioners that
this is a property located just past CPL on the right. There is mixed use, from residential to
business in that block. She believes that this location has been business since before it was
annexed in. This change will bring it into compliance with the past use of what the property
was. Staff recommends approval.
Public hearing opened at 6:03PM
Property owner Arnulfo Reyes addressed Commissioners. Mr. Reyes stated he would like to
change the zoning back to Business, as he would like to start a business at this location.
Public hearing closed at 6:04PM
Motion to approve zone change request made by Commissioner Rosemberg Risa, III. Motion
seconded by Commissioner Lydia Moss. Motion carried 6-0.
V. CASE FILE 9-21PZ
Open a public hearing to consider and act on the request of Belia Ann Canales,
applicant, for a zone change from Business 2 to Residential 5. Ms. Canales
would convert all 5 lots into Residential 5 district. The properties are located on
the south side of West Daniel St between North Hood St and Crockett St.

Susan Anderson, Director of Planning and Development explained to Commissioners that
this particular block is the last block between Pacific St. and Daniel St. All the lots, except
one that faces Pacific St. are already zoned Residential 5. Since they have that entire 5 lots
on the north side of that block and they would like to place a manufactured home there,
they are just going to go ahead and re-zone that whole five lots and the whole block would
solidly be Residential 5. Staff does not have any issues with request.
Public hearing opened at 6:06PM
Property owner Belia Ann Canales addressed Commissioners and stated that her son would
like to place a manufactured home on the property. Commissioner Joe Suarez asked what
the plans were for the rest of the lots. Mrs. Canales stated that for now, her son is going to
place a manufactured home on the property. Currently there is a home on the property that
is incomplete, they plan on completing the home. Commissioner Jimmie Raines asked if any
letters were mailed. Jovita Maldonado, Code Enforcement officer stated that letters were
mailed, however, none were returned in favor or against.
Public hearing closed at 6:09PM
Motion to deny request by Commissioner Jimmie Raines. Motion seconded by Commissioner
Joe Suarez
Motion failed 2-4. A new motion was made to approve by Commissioner Rosemberg Risa,
III. Motion was seconded by Commissioner Walter Tidwell. Motion failed 3-3.

VI. CASE FILE 10-21PZ
Open a public hearing to consider and act on the request of Ruby Lea Navarro,
applicant, for subdivision of block 4, lot 23 & 24 and change the direction to
North and South and to add another structure on the east side of the lot. The
property is located at 822 Booth St., NCB 124, Barnhill Subdivision, Block 4, Lot
23, 24, City of Uvalde, Uvalde County Texas.

Susan Anderson, Director of Planning and Development explained that the way these lots
run is from east to west. The lot itself faces Elizabeth St. but the home faces Booth St., which
is why the address is on Booth St. The lots are a little over 160' deep and 100' wide. The lot
has plenty of room for the subdivision and for the required setbacks.
Public hearing opened at 6:14PM
Property owner Ruby Lea Navarro addressed Commissioners and stated she would like to
subdivide the property and gift part of the property to her son. Her son would like to build a
home on the property.
Public hearing closed at 6:16PM.
Motion to approve subdivision made by Commissioner Joe Suarez. Motion seconded by
Commissioner Lydia Moss. Motion carried 6-0.
VII. ADJOURNMENT
Motion to adjourn made by Commissioner Joe Suarez. Motion seconded by Lydia Moss.
Motion carried 6-0.
